The Opportunity

Essex County Council is initiating a transformative program aimed at enhancing the services and provisions for children and young people with Special Educational Needs and Disabilities (SEND). Our vision is to establish a SEND system that identifies and addresses needs at an earlier stage, providing effective support while minimizing reliance on statutory services.

The SEND Operations Assistant plays a crucial role in administering and supporting statutory SEND processes, including the Annual Review Process, particularly during phase transfers. Additionally, this position involves providing a triage service for all inquiries directed to the SEND Operations Team, as well as supporting the Inclusion Team with health referrals.

Key Responsibilities

  • Receive, log, and coordinate responses to incoming Section 23 and 24 notifications from Health Colleagues regarding children with SEND.
  • Liaise with Senior Inclusion Partners to ensure effective monitoring, provision development, and signposting systems are in place.
  • Manage all incoming post-16 requests for assessment, collaborating with schools, settings, and key stakeholders, including the Preparing for Adulthood Team.
  • Assist in preparing documentation for and coordinating the Annual Review process, ensuring that schools and settings are informed of the annual reviews scheduled for each academic term.
  • Act as the first point of contact for parents/carers, children and young people, school settings, and partner agencies, providing triage for all incoming communications and directing service users to relevant teams.
  • Support SEND Operations Coordinators by sending formal consultations to schools and settings as part of the Education Health Care (EHC) Assessment Process and coordinating responses.
  • Log and direct inward transfer notifications, ensuring compliance with statutory processes and timelines.
  • Maintain tracking systems for students at the phase transfer point each year, supporting SEND Operations Partners and Coordinators in ensuring compliance with statutory processes.
  • Ensure accurate and timely data recording to enable the Local Authority to report on various subjects, including statutory timelines and alternative education offers.

Qualifications and Experience

  • Educated to RQF level 2 or equivalent through experience.
  • Demonstrated commitment to professional development and expertise in the relevant field.
  • Thorough understanding of the SEND Code of Practice 2015.
  • Exceptional verbal and written communication skills.
  • Strong time management and prioritization abilities, with the capacity to manage workload effectively and adapt to changing circumstances.
