Position Overview

The Scottish Government is dedicated to enhancing the transport infrastructure across Scotland, ensuring it meets the needs of its citizens and supports economic growth. This role is pivotal in shaping the future of rolling stock management and strategy.

Key Responsibilities

As the Rolling Stock Programme Manager, you will:

  • Provide expert guidance on current and future rolling stock needs for both passenger and freight services.
  • Develop and uphold a comprehensive rolling stock strategy aligned with the Scottish Government's objectives for rail transport.
  • Advise on procurement processes and performance monitoring related to rolling stock.
  • Support funding requests aimed at fleet improvements and enhancements.
  • Evaluate the implications of proposed rail investments on rolling stock.

You will collaborate closely with Transport Scotland's Policy and Strategy teams, ensuring that infrastructure and rolling stock enhancements are effectively integrated into strategic plans.

Stakeholder Engagement

Your role will involve drafting critical documents such as Ministerial Briefings and Parliamentary Questions, ensuring timely and accurate responses. You will also serve as the primary contact for stakeholders, providing necessary support to Ministers during meetings and events.

Qualifications and Experience

To be considered for this position, you must:

  • Hold a Chartered Engineer status or be a member of a relevant professional institution.
  • Possess substantial experience in various aspects of passenger and freight rolling stock, including maintenance, modifications, procurement, and service transitions.
  • Demonstrate a strong understanding of project development principles and management.
  • Exhibit excellent communication skills, capable of conveying technical information to diverse audiences.
  • Show proficiency in research and report writing.

Location and Work Environment

This position is based in Glasgow, with a hybrid working model in accordance with Transport Scotland policies. You will be expected to work in the office twice a week.
