Overview
The Scottish Government serves as the national transport authority for Scotland, operating under the oversight of Parliament and accountable to the public through Scottish Ministers. With an annual budget of approximately £3.9 billion, transport plays a crucial role in the Scottish Government's commitment to fostering sustainable economic growth. Investments and policies in transportation significantly influence the economy, communities, and the environment.
Reporting to the Head of New Fleet Procurement & Delivery, you will leverage your professional and technical knowledge to assist partners in Scottish Rail Holdings, ScotRail Trains, and Caledonian Sleeper Ltd in formulating and sustaining a comprehensive rolling stock strategy. This strategy will encompass the maintenance, renewal, and replacement of aging rolling stock, ensuring alignment with new infrastructure projects and the operational performance of the current fleet.
Important Information
The Scottish Government is in the process of implementing a new HR and Finance platform, which may result in some job offers being contingent upon future timelines.
Responsibilities
Your primary responsibilities will include providing expert advice on all aspects of current and future rolling stock needs for both passenger and freight rail services, including but not limited to:
- Developing and maintaining a rolling stock strategy that aligns with the Scottish Government's strategic rail objectives.
- Offering guidance on rolling stock procurement processes.
- Addressing rolling stock performance monitoring issues.
- Advising on funding requests for fleet enhancements.
- Evaluating the rolling stock implications of proposed rail investments.
You will collaborate with Transport Scotland's Policy and Strategy teams, aiding in their strategic initiatives and ensuring that proposed infrastructure and rolling stock improvements achieve desired outcomes.
Additionally, you will contribute to the preparation of Ministerial Briefings, Parliamentary Questions, and Official Responses, adhering to relevant deadlines. As the Rolling Stock lead, you will engage with stakeholders to ensure that Ministers receive adequate support during meetings and events.

Essential Criteria & Qualifications
You must be a Chartered Engineer and a member of a relevant professional institution such as IMechE or IET, or actively pursuing membership.
Experience in various passenger and/or freight rolling stock disciplines is essential, including:
- Maintenance
- Development and delivery of modifications and supporting business cases
- Specification development and procurement
- Transitions between fleets and integration into service, along with necessary infrastructure changes
- Collaboration with partners such as Network Rail and vehicle owners to achieve optimal outcomes within budget constraints
Essential Criteria
- Demonstrated experience with the characteristics, performance, maintenance, and procurement of railway rolling stock.
- Strong communication and presentation skills, capable of effectively consulting with a diverse range of stakeholders and simplifying technical issues for non-experts.
- Understanding of project development processes and key principles of programming and management.
- Proficient research and report writing abilities.
Minimum Time in Post
You will be expected to remain in the position for a minimum of three years unless you successfully attain a promotion to a higher Band or Grade.
Additional Information
This role is based in Glasgow, with hybrid working arrangements in accordance with current Transport Scotland policies. You will be required to be office-based twice per week, pro rata. The position is full-time, but applications from individuals with alternative working patterns will be considered based on business needs.
