Position Overview

DHSC oversees the health and care system, collaborating with various Arms Length Bodies (ALBs), including NHS England. This year, the total budget for the Department, including NHS England, is approximately £180 billion.

This position is within the Financial Governance and Control team, which is tasked with ensuring that strong governance and control measures are implemented across the Department and its ALBs, in alignment with Managing Public Money, to guarantee that taxpayer investments in health and social care yield value.

This role presents an exceptional opportunity to broaden your finance experience by managing a challenging portfolio that is integral to the decision-making processes at DHSC.

Key Responsibilities

The Financial Governance and Control team is a newly established, compact, yet highly effective unit. This role involves taking charge of multiple projects aimed at enhancing the Department's governance and control strategy, refining processes, and fostering organizational understanding. Collaboration with stakeholders across the finance function, the broader department, and our ALBs is essential.

You will play a crucial role in the Finance Directorate, ensuring financial management adheres to the framework set out in Managing Public Money. The team is heavily focused on improvement and best practices, responsible for establishing adequate delegations, controls, and reporting mechanisms that align with the Department's risk appetite, providing assurance to the board, the Accounting Officer, and ultimately, ministers.

The successful candidate will lead initiatives to enhance colleagues' understanding of controls, ensuring that guidance is current and accessible to stakeholders. A significant aspect of this role involves collaborating with leads across the Department to elevate the profile of financial governance and control, facilitating compliance with the Financial Control Framework. You will work effectively with both internal and external stakeholders, making sound judgments to interpret and apply rules and policies.

This position offers a high degree of autonomy within a supportive and agile team environment. The team comprises both qualified accountants and individuals with relevant experience. While a finance qualification is advantageous, it is not mandatory; we encourage a diverse range of applicants, as the essential skills and experience are outlined below. This role includes a market pay supplement for those who are CCAB or equivalent qualified. We also support candidates pursuing qualifications, whether starting through an apprenticeship or advancing through their studies.

Person Specification

The successful candidate will be responsible for:

  • Collaboration Across the Department and ALBs: Develop a comprehensive understanding of risk and assurance, ensuring business case owners receive timely and appropriate approvals before committing expenditures. Communicate effectively with teams to identify weaknesses and provide clear guidance for department-wide enhancements.
  • Expertise Center: Deliver high-quality advice, guidance, and support on a wide range of inquiries that meet customer needs while ensuring adherence to controls. Build capability in others through training and workshops for key stakeholders. Support the directorate in establishing a clear framework for understanding budgets, delegations, and the necessary approval processes.
  • Risk Management: Identify and assist in mitigating risks while fostering a culture of risk management throughout the Department.
  • Financial Enhancements: Evaluate and enhance financial awareness and capabilities, promoting compliance across the department and proactively seeking improvements in systems and processes, implementing recommendations from both internal and external reviews of the Department's control systems.

Essential Skills and Experience

  • Proven experience in building and maintaining strong stakeholder relationships, with the ability to quickly establish rapport across the Departmental group and with senior officials.
  • Demonstrated effective decision-making skills, consulting with stakeholders to ensure that impacts and risks are fully understood prior to making significant decisions.
  • A proactive, solutions-oriented professional with excellent problem-solving abilities.
  • Experience in managing a diverse portfolio and competing priorities with exceptional organizational skills.
  • Encouraging a culture of collaboration and knowledge sharing among business areas, finance, and other corporate services.
  • Knowledge of public sector finance, particularly Managing Public Money.
  • Ability to engage with and challenge senior leadership to develop a clear vision of the Department's risk appetite and corporate governance, ensuring structures align with priorities.
  • Outstanding written and verbal communication skills, with the ability to influence and engage colleagues at all levels, including building and maintaining networks both internally and externally.
  • Relevant finance experience.

Desirable Skills and Experience

  • CCAB/CIMA qualified (or part-qualified) accountant or international equivalent. Note that while a finance qualification is desirable, it is not essential. Applicants should demonstrate relevant experience applicable to the role.
  • Those holding a full CCAB, CIMA, or equivalent qualification will be eligible for an annual market pay supplement of £5,000, in addition to the advertised baseline salary. The Department also provides support for qualification pursuits.

Your primary workplace will be your contractual location, typically London or Leeds. DHSC offers non-contractual hybrid working arrangements, with a current expectation of a minimum of 60% of your working time spent in the office to facilitate in-person interaction and collaboration. You will have the opportunity to express a location preference during the application process. Please note that this role is only available for candidates located in the UK, and some travel may be required across the DHSC estate.

There may be opportunities for occasional remote work, and other flexible working options can be discussed with the hiring manager based on individual circumstances and business needs.
