As a pivotal entity within the health and care system, DHSC collaborates with various Arms Length Bodies (ALBs), including NHS England, managing a substantial budget of approximately £180 billion.

This position is situated within the Financial Governance and Control team, which is tasked with ensuring that effective governance and controls are established throughout the Department and its ALBs, in alignment with Managing Public Money principles. The goal is to guarantee that taxpayer investments in health and social care yield maximum value.

This role presents an exceptional chance to broaden your financial expertise while leading a diverse portfolio that is integral to the decision-making processes at DHSC.

Role Responsibilities

The Financial Governance and Control team, though compact, is dynamic and well-structured. This role offers the chance to spearhead the execution of various projects aimed at enhancing the Department's governance and control strategy, refining processes, and fostering organizational comprehension. Collaboration with stakeholders across the finance sector, the broader department, and our ALBs is essential.

You will play a crucial role in the Finance Directorate, ensuring that financial management adheres to the frameworks established in Managing Public Money. The team is committed to promoting best practices and continuous improvement. Responsibilities include establishing adequate delegations, controls, and reporting mechanisms that align with the Department's risk appetite, thereby providing assurance to the board, the Accounting Officer, and ultimately, ministers.

The successful candidate will be responsible for upskilling colleagues throughout the Department, ensuring that knowledge of controls is current and accessible. A significant aspect of this role involves collaborating with departmental leads to elevate the profile of financial governance and control, facilitating adherence to the Financial Control Framework. The candidate will engage effectively with both internal and external stakeholders, exercising sound judgment in interpreting and applying rules and policies.

This position allows for a high degree of autonomy within a supportive and agile team environment. The team comprises both qualified accountants and individuals with relevant experience. While a finance qualification is advantageous, it is not mandatory. We encourage a diverse range of applicants, with key skills and experience outlined below. This role offers a market pay supplement for those who are CCAB or equivalent qualified. We are also supportive of candidates pursuing qualification through apprenticeships or those currently studying.

Candidate Profile

The ideal candidate will lead in the following areas:

  • Collaboration: Develop a comprehensive understanding of risk and assurance requirements, ensuring timely approvals for business case owners prior to expenditure commitments. Provide clear guidance to teams to address weaknesses and facilitate department-wide enhancements.
  • Expertise Development: Offer high-quality advice and support on a variety of inquiries, ensuring adherence to controls. Enhance the capabilities of others through training and guidance, while providing a clear framework for understanding budgets, delegations, and approval processes.
  • Risk Management: Identify and assist in mitigating risks, fostering a culture of risk management across the Department.
  • Financial Improvement: Evaluate and enhance financial awareness and capabilities, promoting compliance and proactively seeking improvements in systems and processes based on internal and external reviews.

Essential Skills and Experience

  • Proven ability to build and maintain strong stakeholder relationships across the Department and with senior officials.
  • Experience in effective decision-making, ensuring that impacts and risks are understood prior to key decisions.
  • A proactive, solutions-oriented professional with excellent problem-solving capabilities.
  • Experience in managing a diverse portfolio and competing priorities with strong organizational skills.
  • Ability to foster collaboration and knowledge sharing across business areas, finance, and corporate services.
  • Understanding of public sector finance principles, particularly Managing Public Money.
  • Capability to work with and challenge senior leadership to establish a clear vision for departmental risk appetite and governance structures.
  • Exceptional written and verbal communication skills, with the ability to influence and build relationships at all levels.
  • Relevant finance experience.

Desirable Skills and Experience

  • CCAB/CIMA qualified (or part-qualified) accountant or equivalent international qualification. While a finance qualification is preferred, it is not essential; relevant experience is crucial.
  • Note: Full CCAB, CIMA, or equivalent qualification holders are eligible for an annual market pay supplement.

Your primary workplace will be your contractual location, typically either London or Leeds. DHSC offers non-contractual hybrid working arrangements, with a minimum expectation of 60% of your working time spent in the office to enhance collaboration and support. Some travel may be required across the DHSC estate.
