Overview:


We are seeking a proactive and driven individual to take on the role of Resident Services Manager (Leasehold) within Harrow Council. This position is integral to our mission of delivering exceptional service to our leaseholders.


Role Objectives:


As the Resident Services Manager, you will be responsible for ensuring the precise calculation and adherence to legislation regarding annual service charges and major works billing. Your role will involve:

  • Verifying that all necessary documentation substantiates the service charges.
  • Providing outstanding customer service to leaseholders, particularly in clarifying service charges and addressing any disputes.
  • Utilizing your strong communication and conflict resolution skills to foster transparency and fairness in service charge management.

In addition, you will oversee the daily operations of Homeownership services for approximately 1,200 leaseholders, supported by a dedicated team of four Leasehold Services Officers.


Key Responsibilities:
  • Managing Right to Buy applications.
  • Facilitating pre-assignment processes, including Sellers Information Packs.
  • Addressing alterations and general lease inquiries.
  • Enforcing lease agreements.
  • Collecting service charges.
  • Handling issues related to anti-social behavior (ASB).

A comprehensive understanding of relevant legislation and case law is essential, including the management of section 20 consultation processes to ensure full cost recovery and value for money for leaseholders.


Qualifications and Skills:
  • A housing or management qualification or equivalent experience with proven success.
  • IRPM/CIH qualification or working towards it is desirable.
  • Proficient in Microsoft Office, particularly Excel and Word.
  • A valid driving license and access to a vehicle for business purposes.
  • Willingness to work outside of standard hours and attend evening meetings.
  • Flexibility to work in various locations, including hot desking and remote work as per the service needs.
  • A strong commitment to personal development and training.
