Overview:


We are seeking a proactive and dedicated individual to fill the role of Resident Services Manager (Leasehold) within Harrow Council. This position is integral to our team, ensuring compliance and accuracy in the management of service charges and major works billing.


Key Responsibilities:


As the Resident Services Operations Manager, your primary responsibilities will include:

  • Ensuring the precise calculation and adherence to annual service charges and major works bills in accordance with legislation.
  • Providing exceptional customer service to leaseholders, particularly in clarifying service charges and addressing any disputes.
  • Overseeing the daily management of Homeownership services for approximately 1,200 leaseholders, supported by a team of four Leasehold Services Officers.


Your role will also encompass:

  • Processing Right to Buy applications.
  • Managing pre-assignment procedures, including Sellers Information Packs.
  • Addressing alterations and general lease inquiries.
  • Enforcing lease terms and collecting service charges.
  • Handling issues related to anti-social behavior (ASB).


A comprehensive understanding of relevant legislation and case law is essential, particularly in managing section 20 consultation processes to ensure cost recovery and value for money for leaseholders.


Qualifications and Skills:


We are looking for candidates who possess:

  • A housing or management qualification or equivalent experience.
  • IRPM/CIH qualification or progress towards it is desirable.
  • Proficiency in Microsoft Office, particularly Excel and Word.
  • A valid driving license and access to a vehicle for business purposes.
  • The ability to work flexible hours, including attendance at evening meetings.
  • A commitment to personal development and training.
