Position Overview:


We are seeking a proactive and driven individual to take on the role of Resident Services Manager (Leasehold) within Harrow Council. This position is crucial for ensuring compliance and accuracy in the calculation of annual service charges and major works bills in accordance with relevant legislation.


Key Responsibilities:


As the Resident Services Operations Manager, your responsibilities will encompass:

  • Verifying that all necessary documentation is in place to support service charges.
  • Providing outstanding customer service to leaseholders, particularly in clarifying service charges and addressing any disputes.
  • Overseeing the daily management of Homeownership services for approximately 1,200 leaseholders, with support from a team of four Leasehold Services Officers.


Additional duties include:

  • Processing Right to Buy applications.
  • Managing pre-assignment procedures, including Sellers Information Packs.
  • Addressing alterations and general lease inquiries.
  • Enforcing lease terms and collecting service charges.
  • Handling issues related to anti-social behaviour (ASB).


A comprehensive understanding of applicable legislation and case law is essential, particularly in managing section 20 consultation processes to ensure full cost recovery and value for money for leaseholders.


Qualifications and Skills:


The ideal candidate will possess:

  • A housing or management qualification or equivalent practical experience.
  • IRPM/CIH qualification or progress towards it is desirable.
  • Proficiency in Microsoft Office, particularly Excel and Word.
  • A valid driving license and access to a vehicle for business purposes.
  • Flexibility to work outside of standard hours and attend evening meetings as required.
  • A commitment to personal development and training.
