Overview

We are seeking a Senior Project Portfolio Leader to oversee the strategic development and management of project specifications, procurement processes, and assurance evaluations for our portfolio of projects. This role is essential in ensuring that all activities are conducted in a safe, environmentally responsible manner while adhering to budget, timelines, and quality standards.

Key Responsibilities:

  1. Lead the formulation and management of comprehensive Development/Approval in Principle for designated projects, emphasizing clear and measurable outcomes, benefits, and requirements to facilitate an effective procurement process and timely contract awards.
  2. Identify and secure optimal solutions for stakeholders, taking into account scheduling and financial considerations, while contributing to the strategic planning and execution of the business case for assigned projects.
  3. Collaborate with regional teams to devise access strategies that balance affordability and deliverability, minimizing impacts on both passenger and freight operations in line with customer-centric principles.
  4. Formulate funding strategies for projects to ensure the acquisition of necessary incremental funding, promoting efficiency and speed in investment proposals and decisions.
  5. Establish and integrate specific, measurable Key Performance Indicators (KPIs) and Key Result Areas (KRAs) into pre-contract documentation to enable effective monitoring throughout the contract lifecycle.
  6. Design and implement procurement strategies for projects in compliance with legislative and corporate governance frameworks, applying Agile Client Principles to delegate responsibilities to the supply chain where feasible.
  7. Evaluate supplier proposals to ensure timely contract awards that align with overall program objectives and strategic goals.
  8. Contribute to the development of strategies for contracting and financial authorization processes to ensure a timely and risk-managed approach to contract awards.
  9. Facilitate and manage a structured program of assurance reviews for assigned projects, ensuring compliance with core systems and processes, particularly under relevant regulations.
  10. Establish and monitor an assurance framework tailored to the project lifecycle stages, ensuring compliance with standard requirements and delivering projects safely, on time, and within budget.

Qualifications:

  • A degree in a relevant field or equivalent experience.
  • Membership or progress towards membership in a recognized project management association.
  • Registered PRINCE2 Practitioner or equivalent certification.
  • Proven experience in project safety management and knowledge of health and safety regulations.
  • Familiarity with construction regulations and procurement processes.
  • Experience in applying assurance principles and processes effectively.
  • Demonstrated ability to foster collaboration among diverse teams.
  • Experience in proactively addressing complex issues and making informed decisions.

Additional Skills:

  • In-depth knowledge of investment, commercial, and procurement regulations.
  • Experience with PACE methodologies.
  • Understanding of safety case structuring for projects.
  • Formal qualifications in risk assessment and management.
