Job Overview This role is responsible for overseeing front-line Child Protective Services personnel who deliver essential services aimed at enhancing the social, health, economic, behavioral, and emotional well-being of individuals and families served by the Local Departments of Social Services. The position involves supervising, training, guiding, and developing staff while monitoring case management services.
Responsibilities include supervising social workers and assistants; establishing and enforcing performance objectives for quality and productivity; evaluating social service programs and their budgets; applying effective human resource practices in staff supervision; fostering positive working relationships; recommending policy adjustments based on program evaluations; managing complex or sensitive cases; communicating program details to other agencies and the public; and participating in community planning and the development of new resources and job opportunities.
The role ensures program performance aligns with state, federal, and agency policies, evaluates child welfare initiatives, maintains collaborative relationships with internal and external agency staff, provides consultation and oversight to social workers, and contributes as a member of the management team.
Minimum Qualifications A Bachelor's degree in a Human Services field or a Bachelor's degree in any discipline coupled with a minimum of two years of relevant experience in a Human Services context (as per Section 22VAC of the Administrative Code of Virginia).
A strong understanding of effective supervision principles and practices; policies, procedures, and regulations related to various direct service programs; relevant literature in human services; casework supervision principles; customer service principles including needs assessment and quality standards; and social, economic, health, and employment challenges faced by individuals and communities.
Significant experience in Child Protective Services or related programs and completion of necessary training programs is required.
Proficiency in using personal computers and related software, as well as operating a motor vehicle.
Demonstrated capability to plan and manage work activities, assist others in their planning, develop programs and procedures, make informed decisions in challenging situations, communicate effectively both verbally and in writing, apply treatment and intervention strategies, interpret laws and regulations concerning human services, ensure compliance, and recommend necessary changes; supervise staff working with clients; analyze situations to make informed judgments within the framework of existing laws and policies; and train, evaluate, lead, and develop subordinate staff.
Experience collaborating with community partners such as law enforcement, educational institutions, community service boards, private service providers, and local government entities is preferred.
Preferred Qualifications Experience in a supervisory or leadership role is highly desirable.An equivalent combination of training and experience that provides the necessary knowledge, skills, and abilities.
Possession of a BSW or MSW degree is advantageous. A Commonwealth of Virginia Social Worker license is preferred.
A MSW degree is particularly desirable.
Familiarity with Child Protective Services policies and procedures is beneficial.
Knowledge of public assistance and social service programs is a plus.
