Role Summary:

The Property and Legal Division is tasked with overseeing estate management and executing property and planning strategies across the shared network. This division ensures that all partners and suppliers comply with established protocols when performing work or enhancements on the network property portfolio.

The Regional Estate Manager (REM) primarily manages this responsibility through external professional consultants and main contractors, alongside internal teams. The scope of work is varied but mainly encompasses professional property issues such as rental assessments, lease negotiations, exit strategies, site replacement agreements, site upgrade entitlements, landlord interactions, and cabling rights.

Each REM is accountable for the daily management of the estate within their designated areas. They serve as the appointed subject matter expert and provide strategic direction for estate management concerning a specific group of sites.

Key Responsibilities:

  • Serve as a Subject Matter Expert and primary reference for property-related inquiries, including New Code Agreement renewals, shared or unilateral shareholder initiatives for replacement sites, exit management, and negotiations; 54 Act renewals; rental assessments; escalation of access issues; cabling rights; and breach disputes.
  • Facilitate training workshops to introduce Project People's Property Business Processes.
  • Assist Shareholders, Suppliers, and Contractors in implementing ECC reforms, particularly regarding renewals, and act as an escalation point when necessary.
  • Drive innovation in all processes that can influence outcomes, improve service delivery, and help the organization achieve its business objectives.
  • Support both internal and external stakeholders in Acquisition, Legal Deployment, and Transmission functions.
  • Provide assistance to suppliers with site-specific challenges.
  • Offer practical, prudent, and consistent guidance to third parties to ensure the efficient execution of site acquisitions.
  • Maximize cost savings and prevent unnecessary expenses through effective utilization of the ECC.

Qualifications:

  • Strong property knowledge.
  • Proven experience in Business Process and Transformational Change.
  • Experience in an Operator, Managed Service Supplier, or Small Works Contractor environment, or with a Chartered Surveyor in a commercial property, professional services, or valuation role.

Preferred Qualifications:

Property-related qualifications such as RICS or CAAV membership or equivalent experience.

Familiarity with the Code (Digital Economy Act).

Experience with compulsory purchase processes.
