Job Summary:

The Infrastructure Funding Officer will play a crucial role in managing the Community Infrastructure Levy (CIL) and Section 106 agreements for North Yorkshire Council. This position requires a high level of financial and commercial awareness, as well as strong analytical skills and a creative approach to service delivery.

Key Responsibilities:

  • Provide day-to-day management of CIL and Section 106 agreements, ensuring timely collection of developer contributions and distribution of payments in line with legal agreements and spending priorities.
  • Maintain accurate records of development, CIL, and Section 106 monies received, and contribute to the development of a centralized and effective system for monitoring.
  • Work with colleagues to build relationships and understanding across the service, as well as develop close working relationships with colleagues in other Directorates, particularly finance and legal.
  • Undertake monitoring, enforcement, and collection of financial contributions relating to Section 106 agreements and CIL payments.
  • Provide professional advice on S106 Agreement and CIL-related matters, including interpretation of regulations and operation of planning obligations.
  • Review planning approvals to identify extant S106 Agreements and ensure urgent actions are taken to safeguard payments.
  • Identify the need for assistance with legal action in respect of non-payment to ensure effective and timely collection of required contributions.
  • Contribute to and lead on the production of the Annual Infrastructure Funding Statement and other policy documents and guidance notes in relation to planning obligations, infrastructure, and the Community Infrastructure Levy.
  • Maintain a good working knowledge of current planning legislation, particularly as it relates to Community Infrastructure Levy arrangements and S106 Agreements.
  • Monitor Commencement Notices and interrogate Building Control, Local Land and Property Gazetteer, Development Monitoring, and Council Tax systems to identify commencement and trigger dates.
  • Provide management information and accurate and timely preparation of requested statutory statistical returns, including projected S106 Agreement and CIL incomes and expenditures.

Requirements:

  • Degree-level qualification in a relevant subject, including town planning, surveying, or other relevant property-based subject.
  • Extensive experience of Microsoft applications and planning-related IT systems.
  • Confident in the use of monitoring systems.
  • Financially and commercially aware with strong analytical skills and a creative approach to service delivery.
