PRIMARY ROLE OBJECTIVE

  • Act as the Commission Manager, overseeing comprehensive service delivery
  • Ensure client objectives are fulfilled through effective cost management services

ROLE SCOPE

Senior Cost Consultants manage commissions of varying complexities, typically involving projects valued between £10m and £50m.

KEY RESPONSIBILITIES

Commission Management includes:

  • Mentoring junior staff, assigning roles and responsibilities to ensure effective cost management across all projects
  • Providing clients with insights on feasibility studies
  • Advising clients on procurement strategies
  • Overseeing estimating and cost planning phases, including presenting the final cost plan to clients
  • Managing tendering processes, including pre-qualification, tender list creation, preliminary documentation, tender analysis, and contract compilation, utilizing relevant cost management tools and services such as The Hive and eTender Platform
  • Acting as contract administrator, addressing post-contract cost variances and change control processes, referring significant changes to the line manager when necessary
  • Taking personal accountability for reviewing cost allowances and conducting valuations on larger projects, ensuring timely and precise cost checking and valuation
  • Generating monthly post-contract cost reports via our Cost Control App and presenting them to clients
  • Contributing to value engineering initiatives
  • Negotiating and finalizing accounts
  • Collaborating with clients, Project Managers, and other consultants throughout all project phases
  • Leading a cost management team when appropriate, ensuring all responsibilities are met
  • Utilizing our comprehensive suite of digital cost management tools and services, including The Hive, Benchmarking App, CostX, Market Rates App, eTender Platform, and Cost Control App
  • Implementing our Embodied Carbon Calculator to generate carbon footprint reports
  • Supporting the execution of our NewLeaf strategy
  • Managing internal fees, job costing, and resource requirements

Marketing and Business Development involves:

  • Identifying opportunities for new business development with existing clients and reporting these to the appropriate line manager while effectively utilizing the marketing database
  • Building and maintaining a professional network of peers and potential clients
  • Leading bid submissions
  • Identifying improvements for cost management procedures, templates, and products
  • Participating in extracurricular activities, including external groups and networking events

Internal Management Responsibilities include:

  • Knowledge management – Ensuring that key information and insights from each commission are documented in the Turner & Townsend internal database
  • Process improvement – Identifying enhancements for internal systems and processes and referring suggestions to the appropriate line manager
  • Leading the support, development, and mentorship of junior staff members
  • Managing projects on D365

REPORTING STRUCTURE

A Senior Cost Consultant typically reports to an Associate Director, Project Director, or Director.

KEY PERFORMANCE INDICATORS

A Senior Cost Consultant will be evaluated based on:

  • Management of commissions to meet quality standards and timely completion
  • Service delivery in accordance with appointment conditions
  • Development of strong relationships with clients and cross-functional team members
  • Effective collaboration within the cost management team, including responsibility for Assistant Cost Consultants and Cost Consultants when applicable
  • Identification of new business opportunities with existing clients
  • Monitoring margin levels on all commissions
  • Effective communication and retention of key information and data

Qualifications

  • BSc in Quantity Surveying or a related field
  • Proven experience in delivering cost management services within the healthcare or life sciences sectors
  • Full membership or progress towards RICS (MRICS), ACostE, or equivalent professional qualification
  • Practical knowledge of NEC forms of contract is advantageous
