PRIMARY RESPONSIBILITIES

  • Act as the Commission Manager, overseeing comprehensive service delivery
  • Ensure client objectives are achieved through effective cost management services

SCOPE OF WORK

Senior Cost Managers manage commissions of varying sizes, typically ranging from £10m to £50m, depending on project complexity.

KEY ACCOUNTABILITIES

Commission Management Responsibilities:

  • Mentor junior staff, assigning roles and responsibilities to ensure effective cost management across all projects
  • Advise clients on feasibility assessments
  • Guide clients on procurement strategies
  • Oversee estimating and cost planning phases, including presenting the final cost plan to clients
  • Manage tendering and procurement processes, including pre-qualification, tender list creation, preliminary documentation, tender analysis, report generation, and contract compilation, utilizing relevant cost management tools and services
  • Serve as contract administrator, effectively managing post-contract cost variances and change control processes, escalating major changes to line management as necessary
  • Take personal responsibility for peer reviewing cost allowances and conducting valuations on larger projects, ensuring timely and accurate cost checking and valuation
  • Generate monthly post-contract cost reports via our Cost Control App and present them to clients
  • Contribute to value engineering efforts
  • Negotiate and finalize accounts
  • Interface with clients, Project Managers, and other consultants throughout all project phases
  • Collaborate with Turner & Townsend's project management team during project execution
  • Lead a cost management team when appropriate, ensuring delivery on all outlined responsibilities
  • Utilize our comprehensive suite of bespoke digital cost management tools and services
  • Implement our Embodied Carbon Calculator to produce carbon footprint reports
  • Support the execution of our NewLeaf strategy
  • Manage internal fees, job costing, and resource requirements

Marketing and Business Development Responsibilities:

  • Identify opportunities for new business development with existing clients and report these to the appropriate line manager
  • Develop and maintain a professional network of peers and potential clients
  • Lead bid submissions
  • Identify improvements for cost management procedures, templates, and products
  • Engage in extracurricular activities, including external groups and networking events

Internal Management Responsibilities:

  • Knowledge management – Ensure key information and insights from each commission are recorded in the Turner & Townsend internal database
  • Process improvement – Identify opportunities for enhancing internal systems and processes, referring ideas to the appropriate line manager
  • Support, develop, and mentor junior staff members
  • Manage projects on D365

REPORTING STRUCTURE

A Senior Cost Manager typically reports to an Associate Director, Project Director, or Director.

KEY PERFORMANCE INDICATORS

A Senior Cost Manager will be evaluated based on:

  • Quality standards and efficiency in managing commissions
  • Service delivery alignment with appointment conditions
  • Development of strong relationships with clients and cross-functional team members
  • Effective collaboration within the cost management team, including mentoring Assistant Cost Managers and Cost Managers
  • Identification of new business opportunities with existing clients
  • Monitoring margin levels on all commissions
  • Effective dissemination and retention of key information and data

TURNER & TOWNSEND:

Qualifications:

  • Minimum BSc in Quantity Surveying or a related field
  • Demonstrable experience in delivering cost management services within the healthcare or life sciences sector
  • Full membership or progress towards RICS (MRICS), ACostE, or equivalent professional qualification
  • Practical knowledge of NEC forms of contract is advantageous
