Procurement Policy & Support Manager

As a key member of the Policy & Contract Development team, you will spearhead the implementation of our transformation initiative in response to the new Procurement Act 2023. Your role will involve reviewing, revising, and creating new documentation, templates, and processes that enhance Procurement Services and enable Procurement Self-Serve activities across the Council.

In addition, you will assist in managing our comprehensive annual procurement plan, collaborating with Strategic Procurement Business Partners to facilitate above-threshold procurement, and providing support for below-threshold procurement and general procurement inquiries. You will also be responsible for delivering training sessions to help Service areas understand procurement processes effectively.

Procurement Services operates as a centrally managed service within the Resources Department of the Council, overseeing approximately £400 million in procurement expenditure annually. You will lead all procurement activities that exceed the public procurement threshold and offer guidance and support to the entire Council. Your involvement will span diverse procurement projects, from highway maintenance to school holiday programs, ensuring excellent customer service through your procurement expertise.

To succeed in this role, you must be capable of working efficiently, developing, and executing your own projects to achieve set objectives. If you appreciate a blend of hands-on procurement experience and policy development, this position is tailored for you. We seek an individual with a proven track record in managing above-threshold Public Sector procurement projects to bolster our procurement efforts. Your practical experience will be invaluable in creating compliant templates and policies that align with the Procurement Act 2023 and the Council's requirements. Staying informed about Public Procurement Notices, National Procurement Strategies, and supporting the execution of our Sustainable and Ethical Procurement Policy within procurement projects is essential to ensure compliance and the adoption of best practices.
