We are seeking a highly skilled and experienced Contract and Procurement Manager to join our team at Enfield Council.
Key Responsibilities- Lead and manage the team's performance to achieve high standards and recommend areas for improvement based on data.
- Ensure compliance with Council Contract and Procurement rules, monitor supplier performance, and provide timely reviews, awarding, and closing of contracts.
- Maintain a Contract Register and Supplier Engagement Calendar, ensuring critical suppliers are frequently met for performance monitoring and partnership development.
- Manage budgets, projects, and resources efficiently, addressing service contracting issues, and supporting the development of positive working relationships between the council and its partners.
- Project future service demand and identify suitable suppliers and approaches for new contracting arrangements.
- Advise Digital Services management on supplier and contract strategies, defining standards, and ensuring the council benefits from relationships and cost-effective services.
- Participate in account service reviews, manage contract setups, including transitions from project delivery, and resolve ongoing contract issues.
- Provide contract cost information and forecasts for accurate budget estimates, protecting the council against risks such as supplier failure or underperformance.
- Communicate effectively with various stakeholders, including councillors, executive directors, directors, and heads of services across the organization.
- Ensure the management, development, and appraisal of staff align with the Council's performance management processes.
- Proactively identify budget risks, develop service improvement plans, and work with project managers to safeguard the council's interests.
- A dynamic leader who can engage, coach, and motivate teams while setting clear targets and expectations.
- Someone with a proven ability to deliver high levels of customer service and satisfaction.
- An experienced professional in performance management, capable of providing constructive feedback and implementing plans and projects on time and within budget.
- A person with sound educational background and relevant work experience, particularly in the realm of contract management.
- Possesses excellent negotiation and problem-solving skills, strong verbal and written communication abilities, and proficient numeracy skills.
- Familiar with political structures and the role of elected members, capable of working collaboratively across various services.
- Adept in contract modeling software, with at least five years of progressive responsibility and quantifiable results in contract negotiation, administration, and/or management.
- Exemplary in transparency, integrity, and compliance with health and safety and safeguarding policies.
