Position Overview

Are you seeking a pivotal leadership position that involves crafting and executing strategies for international policy aligned with the Government's growth objectives?

The International Strategy and Trade Relations division serves as a hub for expertise in country, regional, and trade policy within the Department for Business and Trade (DBT). Our goal is to enhance and expand the market access available to UK enterprises, stimulate investment, and further the UK's broader trade policy aims through our bilateral engagements and a robust network of established Free Trade Agreements (FTAs).

We are in search of a motivated team leader who can immediately contribute during a crucial period, spearheading the flagship Priority Barriers (PB100) initiative aimed at eliminating market obstacles globally. This role will also explore how these efforts can synergize with the Government's Industrial and Trade Strategies, facilitating smoother trade for British businesses with key European partners.

The ideal candidate will have significant opportunities to shape their role and influence the impact of their team's work across the directorate, the Department, and the broader Government framework. This position also allows for the advancement of other strategic priorities within the Directorate, all while working in a dynamic, adaptable, and enjoyable team environment.

Key Responsibilities

Leadership: Unite a diverse group of stakeholders to establish a shared vision and focus on outcomes. Challenge the team to define and achieve targets, while confidently reporting progress to senior management. Collaborate with colleagues across ISTR and key stakeholders within DBT (such as the EU Hub and Industrial Strategy Unit) to clarify the role and contributions of your team.

Delivery: Partner closely with regional and sector teams to swiftly identify market access opportunities, implement targeted interventions, and resolve barriers. Provide timely updates on progress and facilitate discussions to ensure effective delivery.

Strategic Analysis: Evaluate market access data to pinpoint opportunities for progress against targets, acting resourcefully to assist others in their delivery efforts. Manage relationships with ISTR's market access analysts, focusing on how to assess market access barriers and evaluate the market access program. Collaborate with the International Strategy team to develop a business case for funding market access initiatives in the upcoming Spending Review period. Advocate for the Market Access program with senior stakeholders.

International Collaboration: Maintain strong connections with regional teams and posts, fostering collaboration with departmental enablers to achieve shared outcomes.

Management: Provide exemplary management to your team, leading by example and serving as a proactive and approachable support system. Assist each team member in their professional development. This role includes line management of two HEOs and one SEO.

Reporting: Ensure high-quality, timely contributions to directorate-level, cross-departmental, and ministerial reporting on a monthly and quarterly basis. Maintaining excellent data quality and management information is essential for informing this reporting across market access and EU cross-cutting areas.

Core Briefing and Parliamentary Work: Responsible for maintaining and updating market access core information, briefings, and lines to take, tailored to various stakeholders, including ministers and Parliament. This role will frequently involve leading Ministerial commissions and briefing requests related to Market Access.

Barrier Valuations and Monitoring: Oversee the content and delivery of key areas managed by DBT analysts. Provide policy direction to support analysts in their work and influence their prioritization and planning to achieve optimal outcomes for the department. This includes managing the process and communication for valuing market access barriers and monitoring the impact of DBT's market access initiatives.

Digital Platform Management: While the International Strategy team manages the relationship with digital delivery partners, this role is responsible for driving improvements to the Digital Market Access System utilized by officials at Post and across Whitehall.

Market Shaping Initiatives: Support the International Strategy team's exploration of new market shaping activities that will be integral to the next phase of market access work, aligning it more closely with emerging Industrial and Trade Strategies.

Collaboration with Regional Teams: Oversee the delivery and actions arising from quarterly market access discussions with key staff in each HMTC region, ensuring efficiency and usefulness for stakeholders. This includes organizing the annual EU market access conference and convening lead regional officials for collaborative discussions.

Candidate Profile

Proven experience in managing complex programs with multiple components, swiftly identifying key metrics for tracking and reporting progress, and confidently utilizing data to support delivery.

Demonstrated sound judgment, with a history of autonomously developing and advancing objectives while knowing when to escalate issues; proactively shaping the team's approach to meet the needs of senior stakeholders.

Strong leadership and stakeholder management capabilities, with experience in managing change through effective communication (both written and oral), showcasing a successful track record of working across organizational boundaries and adapting approaches to influence diverse audiences.

Desirable qualifications include experience working directly with Post, a background in Market Access roles, and firsthand experience utilizing digital tools for collaboration and reporting.
