London, Greater London, United Kingdom Oxy Full time

Position Overview

Oxy is a global energy leader with significant operations in the United States, the Middle East, and North Africa. We are recognized as one of the foremost producers in the oil and gas sector, particularly in the Permian and DJ basins, as well as offshore in the Gulf of Mexico. Our midstream and marketing division ensures the flow of our resources while maximizing their value. Our chemical subsidiary, OxyChem, is dedicated to producing essential components for life-enhancing products. Furthermore, our Oxy Low Carbon Ventures arm is pioneering innovative technologies and business strategies that not only promote growth but also minimize emissions. We are committed to leveraging our expertise in carbon management to foster a more sustainable world.

Carbon Engineering, a subsidiary of Oxy, specializes in Direct Air Capture (DAC) technology, aiming to develop solutions that extract CO2 from the atmosphere on a large scale. We are seeking a skilled and driven professional to assume the role of Director of European Policy within our Climate Policy team, located in London, UK.

Key Responsibilities:

The Director of European Policy plays a crucial leadership role, tasked with guiding and managing climate policy and carbon market strategies across the EU and UK. This position requires a comprehensive understanding of regional policies, regulations, and market trends pertaining to climate action and carbon reduction.

The primary goal is to promote policies that establish a robust business case for DAC technology. You will act as a vital link between policymakers, external partners, and the organization, concentrating on regulations within the EU, UK, and other carbon market initiatives related to DAC, including geologic CO2 storage and the utilization of DAC-derived CO2 in various products.

Additionally, this role aims to assist EU and UK stakeholders in recognizing the benefits of sourcing from international projects, which include economic development opportunities, cost efficiencies, and the potential for expedited achievement of regional climate objectives.

  • Policy Advocacy Strategy: Develop and implement a policy advocacy strategy that aligns with the overall business objectives. This will involve active engagement in lobbying efforts in key locations and representing the company’s advocacy initiatives.
  • Relationship Management: Establish and maintain strong relationships with essential Non-Governmental Organizations (NGOs) to bolster policy advocacy efforts. Engage with policymakers, stakeholders, NGOs, industry coalitions, and think tanks. Take a leading role in formulating responses to industry consultations and participate in relevant industry associations. Foster robust connections with governmental authorities and regulatory bodies across the EU and UK.
  • International Cooperation: Collaborate on international climate policy frameworks, including Article 6 of the Paris Agreement and the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA).
  • Ensure cohesive integration of regional initiatives with the broader Climate Policy team.
  • Spearhead policy development for specific member states advancing climate initiatives.
  • Collect and disseminate policy intelligence from the EU and UK markets regarding legislative changes and market developments.
  • Support the business development team in securing carbon removal credit sales agreements and engaging with EU and UK supply chains.

Qualifications:

  • Bachelor's degree is required.
  • A minimum of 7 years of relevant experience in industry or policy.
  • Previous experience in energy, climate change, or sustainability roles, with an established network in energy and climate organizations, industry, and government sectors.
  • In-depth knowledge of EU, UK, and international political and policy-making processes.
  • Experience in policy work within the UK and/or EU is essential.
  • Proficiency in English is mandatory; fluency in an additional European language is advantageous.
  • Expertise in areas such as emissions reduction technologies, carbon capture, energy markets, carbon markets, and climate policy.
  • Proven ability to collaborate effectively with diverse teams and stakeholders globally.
  • Demonstrated initiative and capability to work independently.
  • Ability to simplify complex information into actionable insights and recommendations.
  • Effective management of external relationships, particularly with key regional NGOs.
  • Comfort in delivering formal presentations to senior management and stakeholders.
  • Adaptability to dynamic and evolving situations.
