Network Rail's Capital Delivery Eastern – Renewals & Minor Enhancements division is presenting an opportunity for a motivated, detail-oriented, and ambitious individual to become part of the Electrification & Plant (E&P) Renewals team. This is an exciting phase for the Eastern Region as we embark on a new control period with substantial funding allocated for the renewal of E&P assets in collaboration with our supply chain partners.

The selected candidate will be responsible for the planning and execution of small to medium-sized asset renewal initiatives while providing support to the broader E&P portfolio across various routes.

Key Responsibilities

  • Oversee the creation of a comprehensive development plan and preliminary approvals for assigned projects, emphasizing clear and measurable outcomes to facilitate effective procurement and contract awards.
  • Evaluate and secure optimal solutions for clients and stakeholders, analyzing various scheduling and cost options to ensure successful project alignment and delivery.
  • Develop access strategies for projects that balance affordability and deliverability while minimizing disruption to passenger and freight operations.
  • Implement funding strategies for projects to secure the necessary incremental funding, promoting efficiency and effectiveness in investment proposals.
  • Define specific and measurable KPIs in pre-contract documentation to establish a foundation for ongoing monitoring and evaluation throughout the project lifecycle.
  • Execute established contracting and procurement strategies in compliance with legislative and corporate governance standards, adopting agile principles to enhance supply chain integration.
  • Assess supplier proposals to support timely contract awards, aligning with the overall program objectives.
  • Manage the contracting and financial authorization processes to ensure a timely and risk-managed approach to contract awards.
  • Facilitate and contribute to the management of assurance reviews within assigned projects, ensuring compliance with core systems and processes.
  • Monitor compliance with the assurance framework at various project stages, ensuring adherence to safety, cost, and quality standards.

Essential Qualifications

  • Degree in a relevant field or equivalent experience.
  • Membership or progress towards membership in the Association for Project Management.
  • PRINCE2 Foundation or equivalent project management qualification.
  • Relevant experience in contracting and project delivery.
  • Knowledge of project budget management and safety legislation.
  • Familiarity with Construction (Design and Management) Regulations.
  • Understanding of procurement principles and assurance processes.
  • Experience in effective teamwork and knowledge sharing.
  • Commitment to safety and understanding its implications.

Desirable Qualifications

  • Knowledge of the PACE Framework.
  • Familiarity with Electrification & Plant railway systems.
  • Experience with NEC4 contracts and risk management.
  • Knowledge of relevant Health & Safety legislation.
