Position Overview

The Assistant Chief Officer for Midwifery Information (ACMidIO) will be instrumental in spearheading the digital evolution of midwifery and maternity services within NHS England and the wider healthcare landscape. Reporting to the Chief Midwifery Information Officer (CMidIO), the incumbent will provide strategic oversight within a pivotal digital nursing and midwifery initiative, directly contributing to the vision of:

• Equipping nurses and midwives with the expertise and capabilities to excel in a digitally empowered health and care environment.

• Ensuring that midwifery practices are comprehensively supported by digital innovations and data analytics.

Key Responsibilities

Strategic Development and Execution: Collaborate with the CMidIO to formulate, execute, and assess operational strategies for the designated digital midwifery initiative, while continuously evaluating and integrating best practices.

Performance Evaluation and Reporting: Establish and implement both quantitative and qualitative metrics to gauge progress against strategic objectives.

Advocating for Best Practices: Engage with colleagues across regional, Local Maternity and Neonatal Systems (LMNS), and national platforms to ensure the effective development and implementation of best practices in digital midwifery, which may involve influencing senior management to adjust practices as necessary.

Enhancing Processes and Efficiency: Drive process enhancements and operational efficiency within the assigned initiative, overseeing the ongoing development of comprehensive cycles and their related performance indicators.

Policy and Procedure Oversight: In partnership with the CMidIO, assist in the formulation and revision of policies and procedures pertinent to digital midwifery, ensuring compliance with established best practices.

Strategic Planning and Financial Management: Aid the CMidIO in devising and executing operational plans while providing strategic and policy guidance relevant to the overarching portfolio.

Job Responsibilities

Leadership and Management: Oversee the daily operations of the assigned digital nursing and midwifery initiative, ensuring effective delivery and alignment with the CMidIO's strategic vision.

Collaboration with Stakeholders: Work closely with cross-system partners and stakeholders to co-create national systems, policies, and strategic programs specifically tailored for digital midwifery.

Information Management: Support the development and implementation of systems to ensure proper information management and the sharing of best practices across the healthcare system.

Professional Guidance: Provide senior-level leadership, advice, and support to the program and broader nursing and midwifery teams.

Integrated Approach: Ensure a cohesive approach across the organization regarding relevant national programs, particularly within the Maternity and Neonatal Program.

Operational and Strategic Leadership: Assist the CMidIO in delivering operational and strategic midwifery leadership across NHS England, with a focus on the digital transformation of maternity and neonatal services.

Communication and Reporting: Lead the development, maintenance, and review of information systems used to collect, analyze, and interpret complex data relevant to the initiative, informing strategic decision-making.

Research and Development: Collaborate with the CMidIO to identify opportunities for research and development initiatives that can enhance service delivery and efficiency.

Stakeholder Engagement: Build and maintain robust relationships with internal and external stakeholders, facilitating collaboration and the sharing of expertise.

Best Practice Promotion: Work with other managers to encourage the exchange of best practices and foster a culture of continuous learning.

Qualifications and Experience

Essential:

  • Registered Midwife with current Nursing and Midwifery Council (NMC) Registration.
  • Educated to BSc degree level or equivalent.
  • Currently pursuing or holding an MSc in a relevant field.
  • Possession of a program management qualification or equivalent experience in managing complex programs/projects.

Knowledge and Skills

Essential:

  • Demonstrated senior management or leadership experience in maternity healthcare, with a proven track record at the LMNS, regional, or national level.
  • Comprehensive understanding of national nursing, midwifery, and social care staff policies and their implementation across various systems.
  • Significant experience in driving digital transformation within the midwifery workforce, showcasing a deep understanding of the professional challenges and opportunities associated with digital adoption in maternity care.
  • Strong grasp of business and program management, with proven experience in budget oversight, risk assessment, stakeholder engagement, and program execution.
