Strategic Asset Manager Job Description

As a Strategic Asset Manager, you will play a crucial role in delivering a robust and active asset management service across the organisation's property asset base. Your primary objective will be to maximise efficiencies through planning and cost-effective delivery of planned and cyclical works programmes, aligning with the strategic and corporate objectives of the group.

Key Responsibilities:
  1. Develop and maintain a comprehensive record and assessment of the performance of all property assets, incorporating financial, social, and environmental aspects to ensure optimal return on investment.
  2. Oversee the development of a grading system for assets to inform an active asset management approach, guiding decisions on redevelopment, investment, change of tenure, new provision, and disposals.
  3. Manage the Asset Management Database and ensure that stock condition data is accurately maintained in line with Regulatory requirements.
  4. Validate, refine, and update data on an ongoing basis through the establishment and management of the survey programme, ensuring the asset management system is up-to-date to enable the development of long-term investment plans.
  5. Liaise with colleagues across the organisation to develop and evolve a 5-to-10-year detailed investment programme, supporting efficient and effective delivery of works and addressing property issues, including Damp and Mould.
  6. Assist the Head of Service in strategic planning and development, delivering change management, cultural change, and ongoing reviews of service development, working closely with colleagues to establish and support the 'golden thread' approach.
  7. Lead the implementation of the Asset Management Strategy, being accountable and responsible for establishing, implementing, reviewing, and revising plans that translate strategy and priorities into investment plans and delivery.
  8. Develop and deliver strategies to ensure the quality of service delivered to defined customer groups with diverse needs is effectively monitored, building on successes and addressing areas for improvement based on agreed targets and tolerance levels.
  9. Create, seek approval for, and refresh an ongoing suite of robust and relevant Strategic Asset Management Policies and Procedures to provide assurance to the Board and Regulators.
  10. Maintain an understanding of local market trends, the long-term performance of the overall portfolio, and the investment needs of each individual property to meet objectives, unlock potential, build capacity, and release resources.
  11. Ensure decisions and recommendations related to asset management are considered within a robust risk assessment framework and recorded as appropriate within the organisation's risk management framework.
  12. Ensure that through the delivery of investment programmes and ongoing maintenance, all assets meet the Decent Homes Standard, regulatory, and legislative requirements.
Requirements:
  1. A collaborative approach to working within a team and a wider community.
  2. A positive approach to excellent customer service, care delivery, and a commitment to quality.
  3. An excellent level of knowledge and understanding of strategic asset management in a social housing environment.
  4. A thorough understanding of property investment and whole assets planning linked to robust business planning.
  5. Significant experience of managing Asset Management Databases and the analysis of stock condition data.
  6. Knowledge and experience of developing complex investment programmes.
  7. The ability to work on-site and in the office in London on a regular basis and when required.
  8. Significant experience of taking strategic information and translating it into project-specific operational requirements.
  9. Demonstrable experience of project management.
  10. Ability to provide creative and innovative solutions in a changing Asset Management environment.
  11. Relevant professional qualification in a property-related field or five years' relevant experience in property management.
  12. Evidence of continuing professional and managerial development.
