Position Overview

The Cabinet Office is in search of a Research Officer (HEO) to contribute to its strategic initiatives aimed at enhancing the evidence-based nature of UK Government programs and policies, ultimately improving public outcomes.

This role presents a unique opportunity to engage at the heart of government, collaborating with teams across the Cabinet Office, HM Treasury, and various government departments.

Our office is located in London, and we promote a hybrid working model, expecting a minimum of three days per week in the office.

Role Responsibilities

The Cabinet Office-HM Treasury unit is dedicated to ensuring that robust evidence regarding the effectiveness of policies and programs is integral to governmental decision-making.

Established in 2021, our mission is to collaborate with all central government departments, providing specialized guidance and support for their evaluation strategies. We also assist HM Treasury in scrutinizing and reviewing the evidence and evaluation plans linked to departmental spending proposals.

Our team actively funds innovative and impactful research both within and outside government through various funding mechanisms. We work closely with partners and lead several initiatives aimed at enhancing the transparency of research outputs and equipping civil servants with evaluation skills.

Regular communication with a diverse range of stakeholders, both within and outside government, will be a key aspect of your role. You will be proactive and work independently, with guidance and support from your line manager and colleagues.

Familiarity with quantitative and/or qualitative evaluation or research methodologies is necessary, but the position offers professional development and on-the-job training to enhance your analytical and evaluation skills.

Key Activities

  • Support emerging research priorities that enhance the utilization of evidence and evaluation across government.
  • Oversee the management of the UK Government’s evaluation panel, connecting project teams with evaluation experts from various sectors.
  • Lead the monitoring and reporting of our team’s engagement with government departments.
  • Prepare regular updates for Cabinet Office Ministers regarding the Evaluation Task Force's activities.
  • Assist in commissioning and overseeing high-priority evaluations, including those for the Evaluation Accelerator Fund.
  • Develop and publish resources on our team’s website for cross-government and public audiences.
  • Organize events to promote the significance of evaluation to a broader governmental audience.

Candidate Profile

Essential Qualifications

  • Excellent written and verbal communication skills, with the ability to tailor messages to various audiences.
  • Strong planning and prioritization abilities to deliver results in a fast-paced environment while progressing on long-term goals.
  • Proven ability to collaborate and build effective relationships with key stakeholders across the Civil Service and beyond.
  • Knowledge of research and analytical methodologies, demonstrating practical application of both qualitative and quantitative approaches through project work.

Desirable Qualifications

  • Experience in delivering or managing evaluations, including process, impact, and value-for-money assessments.

Additional Information

It is expected that a minimum of 60% of your working hours will be spent at your primary workplace, with attendance at other locations for official business also contributing to this requirement.
