Strategic Capability Manager

This is an exciting opportunity to contribute to the growth and development of the Department for Business and Trade, a high-performing team that values inclusivity and collaboration.
As a key member of the Organisation Capability Group (OCG), you will operate at a strategic level, supporting and providing a service to all business areas within the department, including overseas.
Key Responsibilities- Lead the operation and implementation of talent programmes, primarily Apprenticeships, ensuring a quality experience for participants.
- Provide an authoritative internal consultancy service on Skills, Capability, and Talent plans and policies, designing and delivering solutions to build organisational capability.
- Work with portfolio leads across OCG to facilitate and support the development of programmes of learning and talent, collaborating with internal and external stakeholders.
- Manage specific projects across the wider OCG, providing a comprehensive and quality service within pre-determined budgets and frameworks.
- Work with senior leaders to ensure the OCG function is running operationally day-to-day, aligning outputs and focus with OCG priorities, organisational needs, and direction.
- Manage internal OCG systems and processes, providing excellent customer service and taking a proactive problem-solving approach to queries.
- You may have line management responsibility for a small number of direct reports, managing performance, delivery, capacity, and wellbeing.
- Good level of learning and development knowledge and skill, particularly in evaluation approaches, learning design methods, and principles.
- Excellent track record of delivering engaging and successful development interventions.
- Ability to confidently engage with stakeholders at all levels, with strong facilitation skills.
- Experience of direct line management and/or delivering through others, with evidence of being an excellent team player.
- Project management experience, including designing and implementing projects, managing risks, and keeping stakeholders updated.
- CIPD qualified or willing to work towards professional accreditation.
- Background in Apprenticeships, talent management, recruitment, or learning and development.
- Excellent written and verbal communication skills, with the ability to provide clear and concise briefings, reporting, and presentations.
- Ability to deliver at pace and under pressure, multitasking and delivering to short deadlines.
- Strong attention to detail, with an organised and programmatic approach to delivery.
- Ability to build productive and cohesive relationships, working with senior stakeholders to deliver results.
