As an integral member of the Organisation Capability Group (OCG), you will operate at a strategic level, supporting and providing a service to all business areas within DBT, including overseas.
OCG holds responsibility for:
- Corporate talent programmes and early talent (including Apprenticeships and Fast Stream)
- Professions and Core skills including working in government, induction and mandatory training
- Leadership and management development for SCS and non-SCS
- The department's digital learning platform
We are a highly motivated team that works closely with stakeholders and delivery partners to deliver Learning and Development solutions to continually increase individual and organisational capability.
Providing a quality service is critical to us. We take pride in ensuring we are up to date with current learning and talent management trends and actively seek out solutions that provide an inclusive offer for all our DBT colleagues, including those in our overseas regions.
Key ResponsibilitiesThe role will be likely to include:
- Responsibility for the operation and implementation of talent programmes and primarily Apprenticeships. The role leads on all aspects of programme delivery, including promotion and governance, as well as ensuring a quality experience for participants.
- Providing an authoritative 'internal consultancy' service on Skills, Capability and Talent plans and policies, working proactively to design and deliver solutions to build organisational capability to support the delivery of DBT's strategic objectives.
- Working with the portfolio leads across OCG to facilitate and support the development of programmes of learning and talent, and working with internal and external stakeholders through a variety of different mediums, including presentations, focus groups, user testing groups, and scoping meetings, to ensure the right solutions are in place to build capability and evaluate success.
- Managing specific projects across the wider OCG within pre-determined budgets and frameworks to provide a comprehensive and quality service.
- Working with senior leaders in the team to ensure the OCG function is running operationally day-to-day and that the outputs and focus are aligned with OCG priorities, organisational needs, and direction.
- Working with senior leaders in the team to respond to Governance commissions from internal channels and central government.
- Managing the internal OCG systems and processes, providing excellent customer service to all, and taking a proactive problem-solving approach to queries directed to the team.
- You may have line management responsibility for a small number of direct reports. You will be responsible for managing performance, delivery, capacity, and wellbeing, and reviewing delivery priorities accordingly to identify and mitigate any risks in the delivery of our programmes.
The successful candidate will require a good level of learning and development knowledge and skill, particularly in the following areas:
- The ability to implement and interpret different evaluation approaches and strategies.
- A good understanding of learning design methods, models, and principles.
- Excellent track record of delivering engaging and successful development interventions.
- Ability to confidently engage with a variety of stakeholders at all levels, with strong facilitation skills.
- Experience of direct line management and/or delivering through others. In particular, evidence of being an excellent team player, working proactively to share information, help, and support others, and motivate team members.
- Project management experience, including designing and implementing projects, managing risks, and keeping stakeholders updated about progress of projects.
- CIPD qualified (or equivalent) or willing to work towards professional accreditation.
- A background in Apprenticeships, talent management, recruitment, or learning and development is desirable.
The ideal candidate will have well-developed interpersonal and communication skills and be comfortable operating both collaboratively within the team and autonomously when required.
In particular, you should demonstrate capability in the following areas:
- Excellent written and verbal communication skills with the ability to provide clear and concise briefings, reporting, and presentations.
- Ability to deliver at pace and under pressure while multitasking and delivering to short deadlines.
- Strong attention to detail, with an organised and programmatic approach to delivery.
- The ability to build productive and cohesive relationships, working with senior stakeholders to deliver results.
