Job Summary:

The Commissioning and Performance Manager will lead and manage a diverse team of commissioning specialists in developing, establishing, and maintaining strategies for the delivery and continuous improvement of services in line with good practice, Council policies, and budgetary constraints.

Key Responsibilities:

  • Lead on the development, management, and continuous review of relevant policies, strategies, and implementation plans, including the Council's overarching Waste Management Strategy and Reduction and Recycling Plans.
  • Develop and maintain detailed knowledge of the strategic challenges facing local government and key national issues and programs relevant to the client group, environmental services, and waste management.
  • Experience of commissioning and procuring complex projects or services in a public sector setting, including developing policies and procedures relating to environmental services and waste management.
  • Use management information, needs assessment for commissioning performance management, and monitoring and review reporting to inform decision-making.
  • Experience of financial management, including managing budgets effectively, and service development, options appraisal, and system change using demonstrable program management skills.
  • Participate in the Council's staff networks and contribute to a positive and inclusive work environment.
