**Our Client**

Our client is spearheading an ambitious development programme which will transform Hemel Hempstead and create attractive and sustainable new neighbourhoods and communities to the north and east of Hemel Hempstead, through the delivery of more than 11,000 new homes and 10,000 new jobs by 2050.

**The Role**

Reporting to the Programme Manager, you will oversee and manage all communication activity for the programme.

A partnership approach is essential, as you’ll be working in collaboration with key partners, Councils, landowners and other interested parties to lead on consultations, engagement and the sharing of information for the programme. Responsibilities include:

- Supervise and co-ordinate the delivery of communications, consultations and engagement, in line with the programme and corporate requirements.
- Manage the delivery of the Communications and Engagement Strategy and Plan, working closely with the partner group and ensuring all stakeholder/audience engagement and activities have a collaborative partnership approach and are carefully planned. A priority is to develop comprehensive and effective communications plans when engagement is carried out with stakeholders eg landowners, investors and the public.
- Chair regular Communication Sub-Group meetings and work closely with the local authorities and partners to ensure an aligned position, where possible. Liaise with partner and key stakeholder Communication Leads on a regular basis.
- Attend and contribute to the programmes Governance meetings.
- Oversee the Communications and Engagement budget, in line with the Council’s financial management process and procure relevant professional support to help deliver the service. Provide support for funding, investment and lobbying activities as required.
- Manage the delivery of publications and proactive and reactive media relations. Oversee the website updates and traffic flows.
- Produce evaluation reports to monitor the impact of media coverage and audience understanding.
- Develop a positive social media campaign for the Programme and ensure that social media is used to its fullest potential to communicate with residents, stakeholders and those interested in living and working in Hemel Hempstead.
- Monitor partners’ and stakeholders’ social media presence tos upport and share messages to further raise awareness and ensure alignment.
- Develop a proactive relationship with local, national and trade press agencies and respond to journalists’ requirements as they arise.
- Develop opportunities to inform, advise and guide Councillors, to help develop their knowledge and understanding of the programme.
- Manage stakeholder relations to ensure information and updates on programme activities are shared in a timely and cost-efficient manner.
- Undertake research into best practice for communications and engagement, particularly with hard-to-reach sections of the community, eg young people, to embed this into the programme delivery.
- Create and maintain stakeholder database to capture key issues emerging and any actions arising and develop as part of the Engagement Plan, identifying levels of influence/control, associated risks and their mitigation.

To be successful in this role, you’ll have:

- Proven experience gained within a similar role.
- Experience of working with a wide range of partners and organisations, including private sector partners.
- Excellent stakeholder and relationship management skills
- Experience of managing budgets and expenditure
- Experience of leading and managing complex projects
- Experience of procuring external supporting professionals
- Experience of developing and delivering consultations and engagement activities
- Excellent interpersonal and communication skills, both orally and in writing.
- A self-starter with the ability to manage a diverse workload.
- Knowledge of best practice in public relations and community engagement.
- Ability to interpret relevant regulations, legislation and guidanceAbility to work independently and positively and manage deadlines, with excellent organisational, time management and prioritisation skills
- Strong negotiation and influencing skills
- Ability to lead and manage joint workstreams across the partnership
- Ability to digest and disseminate complicated/ sensitive information
- Highly developed ability to write clear and concise reports and plans, and to interpret and develop policy documents
- Excellent oral and presentation skills and proven project planning skills
