Overview of Role

An opportunity has arisen for inquisitive and ambitious individuals who have a passion for people leadership and a genuine interest in taxi and private hire licensing and regulation to join the TfL Taxi & Private Hire team as a Team Leader.

TfL (Transport for London) is the UK's largest taxi and private hire licensing authority, responsible for approximately 215,000 licensees. Our team are responsible for the regulation and licensing of all Taxi and Private hire drivers, Operators and vehicles. You’ll need organisational skills to manage and respond to complex cases, reading, analysing and processing cases in a timely manner and in accordance with our business rules. The broad knowledge of licensing you will possess or acquire will be crucial when seeking to identify potential regulatory breaches and make licensing decisions. The job holder will need to work flexibly across all licensing sub teams and employ a broad range of communication, engagement and analytical skills.

Key Accountabilities
- Direct support, line management and supervision of a team of Licensing Administrators in accordance with Transport for London
Coaching, stretching and identify and developing talent by promoting health, safety and wellbeing as part of the performance management of all direct reports
- Overseeing the delivery of licensing functions, including financial reconciliation and refunds in accordance with business priorities and rules with a continuous focus on public safety
- Action urgent safety related operator/vehicle/driver case matters in real time
- Read, analyse and where required, process written materials such as licensing regulations and policies in order to carry out administrative tasks in line with the legislative framework
- Completion of licensing decisions on behalf of TfL in line with delegated authority and service business rules, following a full case review analysis
- Collaboration within a departmental wide matrix management model responding to the broader departmental line management structure and its needs
- Confident use of specified case management tool(s) to allocate and complete assigned work, track progress and identify any risks or issues
- Implementation and collation of service-related reports that illustrate daily, weekly and periodic service delivery outputs, trends and projections
- Quality-assuring the delivery of licensing functions via a process of quality assurance audits and complex case reviews/analyses, to identify risks, strengths and opportunities
- Championing General Data Protection Regulations via high level understanding of record-keeping, retention and disposal of personal data and sensitive information

- A high degree of motivation
- Educated to degree level or equivalent relevant experience (essential)
- Excellent understanding of communication techniques for different audiences/ circumstances and best practice (essential)
- Good understanding of transport issues, in particular taxi and private hire (essential)
