The WSCC Education and Skills Service focuses on better learning outcomes for children through partnership working between schools and other childrens' services.

This will be achieved primarily by the efficient and effective delivery of statutory responsibilities in relation to schools and the strategic priorities in the Education and Schools policy.

Specifically this role will include:

- Directly supporting the work of the Special Educational Needs Assessment Team (SENAT)
- Responsibility for developing and implementing robust process to monitor and maintain accurate financial records relating to alternative provision for pupils with Education Health and Care Plans (EHCPs)
- To coordinate the data held by the Special Educational Needs Assessment Team (SENAT)
- Operationally update and communicate issues of tracking and recording of all data on pupils with Education Health and Care Plans (EHCPs)
- To be accountable for regularly updating the Special Educational Needs database Resources Module

To contribute to the efficient and effective delivery of service priorities by managing specialist data, business processes and specific budgets.

Provide specialist support to enable the provision of a high quality support service to the residents of West Sussex. This may include the provision of comprehensive analysis and monitoring of information relating to the provision of specialist activities. Carry out business and procedural reviews of service provision within a specialist area in order to provide the community with a cost effective service.

What you'll work on
- Deliver a professional service to a range of external clients and the general public by working with and supporting SENAT, Schools and other local authorities.
- Analyse financial and statistical data to prepare reports and summaries for senior managers, including budget reports, place planning and projections, giving explanations for trends, resource implications and recommendations for strategic planning.
- Be responsible for the delivery of a specialist area of support within the service area, including the review and development of existing operating procedures, recommendations for the introduction of new procedures and promotion of continuous improvement. This may include the review and development of training to support new IT systems, procedures and practices.
- Be responsible for the development of procedures in line with government/legislative requirements. Contribute to the specialist area by managing the financial planning procedure to ensure that the appropriate level of funding is provided, including advice to schools regarding other local authority recoupment and acceptance of financial responsibility.
- Be responsible for the management of an allocated budget including accountability for expenditure, for example: Responsibility for SAP approval and reconciliation for a number of high needs budgets, with specific accountability for the processes relating to the allocation of high needs top up funding to pupils in West Sussex schools and academies receiving alternative provision.
- Be responsible for budget monitoring expenditure and/or income of specific budget, for example:

- Responsible for business processes and provision of budget monitoring reports for INMS (£xm), Top Up Funding to Special Schools/SSCs (£xm), IAR allocations to mainstream schools and academies (£xm), Exceptional Needs Funding (£xm) and alternative provision (£m) and other areas of SEN spend.
- Undertake ongoing or ad hoc specialist projects as required to ensure key business plan and other targets are achieved in order to maintain high standards of service delivery e.g. developing systems for performance monitoring for regular reporting against key national performance indicators, being the key contact for the specialist area.
- Work with IT Services Unit to ensure technology operates at the required levels to maintain operating systems and development of new IT systems to ensure compliance with legal requirements to support a specialist area of work.
- Contribute to the achievement of the County Council’s values, aims and objectives by participating in cross service work both within the Directorate and across the authority and with neighbouring authorities within the South East region e.g. quality assurance.
- Be responsible for liaison with the public, other local authorities and professionals in relation to a specialist area of work.
- Responsible for the care of, accuracy, confidentiality, security and maintenance of sensitive correspondence and data.
- Develop and maintain good working relationships with colleagues, senior management, Members, internal clients and external partners/organisations including other Local Education Authorities, as well as the public.

**Where you'll work**

The person will be expected to attend the Chichester office 1-2 days per week alongside the rest of the team - mostly on a Thursday.
