**Job summary**:
Devonport Naval Base has evolved into one of the largest bases of its kind in Western Europe and is today a key strategic Defence asset as a main operating and support base for the Royal Navy.

The King's Harbour Master (KHM) is accountable to the Naval Base Commander (Devonport) for safe and efficient management and protection of the Port of Plymouth including the preservation of life, protection of the environment, protection of property and the continuity of the business within the port whilst overseeing MoD primacy within the harbour.

KHM acts as the Statutory Harbour, Pilotage and Lighthouse Authority for the Dockyard Port of Plymouth, with local legislative powers provided by public statute. KHM is responsible for all conservancy duties, navigational safety and traffic regulation of all vessels bound to and from the Dockyard Port of Plymouth, the Port of Plymouth (Cattewater), Millbay and Sutton Harbour.

The PCO manages the conservancy and environmental protection within the Dockyard Port of Plymouth so it is fit for use as a port and that the harbour is in a fit condition for a vessel to utilise it safely and provide users with adequate information about conditions in the harbour.

The position is to be located at either Port Control Station (Longroom or Flag) with some home working available and is advertised at 37 hours per week.

**Job description**:
The Port Conservancy Officer is a key officer in the day to day running of the KHM area of jurisdiction; primary areas of the position are as follows:

- Management and defect monitoring of Aids to Navigation (AtoNs)
- Oversight and day to day management of the dredging activity conducted on behalf of the MoD - including detailed understanding of the hydrographic output
- Monitor environmental issues within the Dockyard Port and ensure environmental issues are deconflicted with MOD interests - including interface with the KHM chaired Tamar Estuaries Consultative Forum (TECF)
- Monitor harbour developments and advise KHM on any impacts on the port including monitoring and reporting on maritime infrastructure and furniture
- Compile and manage the long term plan and risk assessment for periodic hydrographic surveys in the Dockyard Port of Plymouth
- Publication of Notices to Mariners and Navigation Warnings as relevant to the Conservancy department
- Primary point of contact and management of information between KHM and the General Lighthouse Authority (GLA - Trinity House), UK Hydrographic Office (UKHO) etc.
- Manage and operate the port tide gauges and current meters including management of the contractual arrangements for maintenance
- Manage the KHM GIS and associated data
- Produce and distribute data for public use (tidal information etc.)
- Administration of local mooring licences

**Person specification**:
The PCO is the main professional advisor to the KHM on all conservancy issues within the Dockyard Port waters. They will be the lead advisor on environmental matters, dredging, planning consultations including advising on any physical changes to the construct of the port, changes in port users or developments in legislation / others regulations which may have an impact on the port or its operation.

The role requires attention to detail, an analytical mind, diplomatic skills, and comprehensive understanding of the maritime world and the environmental protection it is afforded.
