**Job description**:
We are looking for a highly-driven individual to develop and lead an exciting new work area - exploring innovative new ways to make sustainable travel options more convenient, appealing, and accessible to the travelling public. How and when we choose to travel is a complex decision, and there is no one-size-fits-all solution for every individual and every journey. Only by maximising the range, availability, and convenience of sustainable alternatives can we enable travel choices that help us meet our Net Zero and wider environmental commitments.

The jobholder will lead a programme of policy development, research, and stakeholder engagement; finding new and innovative ways to enable sustainable travel choices and contribute to DfT’s strategic priorities. They will be expected to operate independently and proactively, taking ownership over establishing and delivering their own agenda in this exciting new policy area. They will need to demonstrate sound leadership, fostering a supportive, positive culture among their direct reports and the wider team - even when direction is uncertain. They will need to demonstrate strong problem-solving skills and the ability to think creatively; drawing on a broad range of sources such as analysis and stakeholder engagement to develop innovative new policy. They should be comfortable working in ambiguity, and confident in developing plans to bring clarity to uncertain situations. They will have autonomy in deploying a proportion of the Systems and Strategies team’s research budget to build evidence bases and facilitate policy development. Where this involves commissioning work from external contractors, the jobholder will need to demonstrate an ability to operate as a constructive and effective client.

Strong influencing skills and the ability to build consensus among a diverse range of stakeholders are a must. The jobholder will be expected to work with ministers, senior leaders at director-level and above, private offices, spads, and colleagues across a range of disciplines. They will be expected to manage and balance the interests of a diverse range of external stakeholders, especially representatives from private sector SMEs up to CEO level. Other external stakeholders will include local government, academics and research bodies, public bodies, and industry groups. They will also be expected to work collaboratively across Whitehall on an ad-hoc basis.

**Responsibilities**

Key accountabilities of the role include:

- Building a policy programme focused on enabling sustainable travel choices by expanding the breadth, flexibility, and convenience of options available to users.
- Developing DfT’s relationship with the shared mobility sector, as well as our policy on its role in the transport system of the future. Includes building and maintaining strong relationships with stakeholders in the industry and acting as their DfT point of contact.
- Overseeing the development, launch, and operation of the Commute Zero programme - supporting employers to reduce their carbon footprint by cutting their commuting emissions, in line with the government’s commitments in the Transport Decarbonisation Plan.
- Developing and managing a programme of analysis and R&D to support the above.
- Working closely with colleagues in the Systems and Strategies division and beyond to embed the benefits of sustainable travel choices in DfT strategy and decision-making.
- Management of 1 Policy Advisor and a Graduate.
