The Workforce Transformation Programme lead is a key role within the People and Workforce Team of the Integrated Care Board (ICB).

The job holder will be accountable for leading workforce transformation programmes in line with the strategic priorities of the Integrated Care Board (ICB) working in partnership with health and care organisations across the Birmingham and Solihull system.

There is now an established expectation that in future the health and social care system will facilitate that same ‘can-do’ approach by enabling and fast-tracking transformation as a matter of routine, not exception.

The role demands experience of clinical/ operational large scale change programmes, working with non-executive directors, senior workforce, operational and clinical leads (including HR Directors), to deliver extensive system change across the ICS footprint. Lead the development of clear cases for change, ensuring that these define measurable outcomes, accurate scope, and clear decision-making.

The post holder will need to be politically astute and strategically aware to successfully oversee service reconfiguration and redesign. They will need to be able to manage multiple stakeholders and generate improvement opportunities, using their experience to influence teams to work in new ways. It is essential that they demonstrate excellent negotiation and influencing skills and must be able to communicate effectively with staff at all levels across partner organisations.

Due to the level of complexity high levels of organisational skills will be needed as will attention to detail.

The post holder must have a genuine passion for reducing inequalities and driving social inclusion. The development of a high performing, outcome focused, and collaborative team is key.

**The key areas of responsibility are**:

- Provide strong system leadership and programme management across a range of workforce transformation programmes covering areas such as: - Workforce supply e.g., clinical workforce, apprenticeships, temporary staffing, and volunteers
- Workforce redesign
- Workforce retention
- As an integral part of service integrators across Mental Health, Acute, Urgent and Emergency Care, Cancer and Diagnostics, Maternity and Community
- Virtual Wards
- Engage with health and care providers to identify current and future workforce needs and to identify and support those areas that are co-creating new care models needing new workforce solutions to develop and implement system workforce planning.
- Horizon scanning
- working with system, regional and national colleagues to identify, learn and adopt innovative practice, workforce redesign and new roles.
- Facilitate and engage health and care partners across the system in recognising the importance of workforce in driving service transformation, using knowledge and experience to support the system in developing actionable solutions. Working with Clinical and Professional groups and Operational leads to ensure that the design of new models of care have workforce considerations central to their development.
- Provide support and expert advice across the ICB on the development of the existing and future workforce in supporting the delivery of the ICB strategy, ensuring that workforce assumptions are shared and aligned with clinical, operational and finance teams.
- Support key programmes of work arising from the ICS workforce strategy, and other national priorities such as ‘The future of NHS human resources and organisational development report’
