**Job summary**:
The Strategic Finance and Investment Approvals group sits at the heart of the MOD, leading on financial management, strategic financial planning and control and approval of a multi-billon pound programme. The group is friendly and supportive, operating a flat structure and empowering our people to the fullest extent possible. We’re a diverse group bringing a mix of policy, finance, strategy and project skillsets, and experience both within national security and a range of other departments.

Within the group, Defence Resources is the strategic finance function for the department, bringing financial insight and challenge to all areas of the Department’s work. The team plays a vital role, developing strategic financial policy, securing, and managing funding to achieve the department’s strategic objectives and advising MOD Ministers and the Executive Team on financial strategy and financial management.

We are looking for 3 Higher Executive Officers to support our Operations Finance Team (x2) and our Defence Spending Team (x1)

This position is advertised at 37 hours per week.

**Job description**:
HEOs support and assist delivery in the Strategic Finance teams.

**Operational Finance Posts (x2)**
- Close liaison with key stakeholders across the department to manage and monitor in year spend including supporting quarterly finance reviews; scrutinising and analysing the financial data provided by stakeholders on monthly basis, using the Planning Budgeting & Forecasting (PB&F) model to ensure the correct financial position is reported, both Budgets and Forecasts, for HM Treasury reporting.
- Provide scrutiny and financial advice, including briefing and inputs to submissions, and resource for operational activity, and brief stakeholders to share requirements against MPM principles.
- Provide scrutiny and for financial advice for MACA and OAR requests from Standing Joint Command, working across SPO and TLBs to ensure appropriate MACA charging and cost recovery from civilian authorities.
- Provide departmental oversight and advice in respect of the cross-Whitehall Conflict, Stability and Security Fund (CSSF), Overseas Development Assistance (ODA). Report quarterly and attend relevant meetings with the Foreign Commonwealth and Development Office (FCDO).
- Providing support and coverage on other operational funding issues including providing out-of-hours consideration of urgent resourcing issues through the Defence Crisis Management Office

**Defence Spending Team (x1)**

**In year management and ABC (65%)**
- ** Driving Financial Performance.** Building an in-depth understanding of TLBs, linking in strategic objectives to delivery outcomes and their financial performance. Maintaining a strong understanding of TLB programmes, approvals, efficiencies and deliverables both in year and across the planning period to enable insight and analysis that drives decision making aligned to strategy, maximizes value for money and are linked to benefits.
- ** Providing constructive challenge, scrutiny, insight and analysis **into TLB financial performance and position in year and across the ten year planning period leading on a range of reviews including the monthly in year reviews, tailored bilats and DG Finance quarterly deep dives. Preparing and briefing on a range of financial management areas including reviewing business case submissions and Accounting Officer Assessments, drawing insightful conclusions to identify issues, challenge performance and improve outcomes.
- ** Risk Management.** Monitoring and supporting the management of TLB and strategic financial risks both in year and future years; escalating significant risks through IYM, Planning and Risk Teams.
- ** Cross Cutting Projects**. Leading and supporting a range of cross cutting strategic finance projects tackling departmental and cross government issues, ensuring the Defence vision and voice is represented.

**Stakeholder Management (20%).** Engaging with capability planning colleagues, the wider business and drawing on the required support from the finance function. Working collaboratively with Finance Teams and other functions (e.g. commercial, analysis, policy) to ensure that senior leadership have sufficient and appropriate information and advice.
