The Strategic Finance and Investment Approvals group sits at the heart of the MOD, leading on financial management, strategic financial planning and control and approval of a multi-billion pound programme.

The group is friendly and supportive, operating a flat structure and empowering our people to the fullest extent possible.

We're a diverse team bringing a mix of policy, finance, strategy and project skill-sets, and experience both within national security and a range of other departments.


Within the group, Defence Resources is the strategic finance function for the department, bringing financial insight and challenge to all areas of the Department's work.

The team plays a vital role, developing strategic financial policy, securing, and managing funding to achieve the department's strategic objectives and advising MOD Ministers and the Executive Team on financial strategy and financial management.

Job description:


Each of these roles is key to standing up MOD's Finance and Planning Hub, which has arisen from the recent Head Office review.

You will be part of transforming Defence Resources into a proper Strategic Finance team, in line with the Government Finance Function Strategic Finance Framework.

As such these roles are responsible for contributing to departmental financial planning over the current financial year.

They are responsible for building and maintaining the single point of contact relationship with HM Treasury for the whole department on these matters.

They are the trusted experts on departmental and cross government spending controls, and are responsible for ensuring the Accounting Officer is able to justify and defend their use of public funds to Parliament and the Public.

This advert covers two separate vacancies in the team, the G7 Technical Finance and the G7 Risk

  • Lead of Technical Finance


This post is responsible for providing technical budgeting advice to complex transactions, business cases and projects and overseeing the Strategic Finance and Management Reporting requirements for system development and change programmes.


  • Maintain a strong understanding of the HM Treasury Consolidated Budgeting Guidance and ESA requirements, including the annual response to HMT on changes, support the development and implementation of new or revised accounting standards leading on the budgetary consequences
  • Provide clear guidance and advice to TLBs and stakeholders on the budgeting implications of policies, business cases, complex transactions etc. including leading the engagement with HMT SMEs as required.
  • Undertake special project reviews on pan departmental issues, providing budgeting advice, improving reporting and implementing financial changes where required. Projects can include areas such as the review of the Admin Cost Regime, Research & Development, Income, Fuel Purchasing and Hedging, Delegation of Apprenticeship Levy etc.
  • Develop and maintain strong relationships with key stakeholders including HM Treasury, FMPA, DBS, TLBs, supporting cross finance functional working in Head Office and across TLBs.
  • Acting as the lead systems SME for Defence Resources, participating in change projects for the finance systems and software, undertaking user testing and ensuring feedback covers the Defence Resources perspective. Provide the Defence Resources lead for the annual RACE review, advising on the budgetary mapping for all system changes.
  • Leading a range of cross cutting strategic finance projects tackling departmental and cross government issues, ensuring the Defence vision and voice is represented. Proactively identifying and implementing opportunities for continuous improvement in the service finance provides by engaging with TLBs and central teams to priorities changes that could add most value.
  • Management of team members, empowering, motivating and coaching to enable effective delivery, including prioritisation of activities to support objectives. Supporting individual's personal development and careers including through studying for professional qualifications, ensuring you and the team make time to develop themselves and their peers.
