**Parish Clerk and Responsible Financial Officer**

Applications are invited for an exciting role as the Alderholt Parish Council Clerk, in a thriving Dorset village. We are seeking someone with relevant experience and Certificate in Local Council Administration (CiLCA) Level 3 qualified, excellent communication and administrative skills, with a willingness to work flexibly.

Overall responsibilities

The Alderholt Parish Council Clerk is an and employee of the Council to carry out all the functions of a local authority’s Proper Officer and in particular to serve or issue all the notices required by law of the Proper Officer of the Council. The Clerk is the Line Manager for the Assistant Clerk.

1. The clerk is responsible for ensuring that the lawful instructions of the Council in connection with its functions as a local authority are carried out.

2. The clerk is expected to advise the Council on, and assist in the formation of overall policies to be followed in respect of the authority’s activities.

3. The clerk is responsible for producing all the information required for making effective decisions and for implementing all decisions of the Council.

4. The clerk is accountable to the Council for the effective management of all its resources and will report to the Council on them as and when required.

5. The clerk is responsible for all the financial records of the Council and for the careful administration of its finances using the software package Scribe.

6. The clerk is responsible for ensuring that the Health and Safety checks and Inspections are carried out at the Council owned Amanda Harris Playpark.

7. The clerk is responsible through the Assistant Clerk, for the administration of the allotments.

Specific Responsibilities

1. To ensure that legal, statutory and other provisions governing or affecting the running of the Council are observed.

2. To monitor and balance the Council’s accounts on Scribe and prepare records for audit purposes and VAT.

3. To ensure that the Council’s obligations to insure are properly met.

4. To prepare, in consultation with appropriate councillors as necessary, agenda for meetings of the council; to attend such evening meetings and prepare minutes for approval.

5. To receive correspondence and documents on behalf of the Council and to deal with the correspondence or documents or to bring such items to the attention of the Council. To issue correspondence as a result of the instructions of the Council.

6. To receive and report on invoices for goods and services to be paid for by the Council and to ensure such accounts are met. To issue invoices on behalf of the Council for goods and services and to ensure payment is received.

7. To study reports and other data on activities of the Council and on matters bearing on those activities. Where appropriate, to discuss such matters with administrators and specialists in relevant fields.

8. To draw up, both on his/her own initiative and as a result of suggestions by councillors, proposals for consideration by the Council and to advise on the practicality and the likely effects of specific courses of action.

9. To monitor the implemented policies of the Council to ensure they are achieving the desired result and where appropriate suggest modifications.

10. To maintain the parish council website and update as required.

11. To highlight information and update people of the parish through the Alderholt Facebook page.

12. To act as a representative of the Council as required.

13. To issue notices and prepare agendas and minutes for the Annual Parish Meeting.

14. To attend training courses on the work and role of the clerk as required by the council.

15. To be responsible as an officer and employee under the Health and Safety at Work Act for their safety whilst undertaking work for the parish council.

**Job Types**: Part-time, Permanent

Qualifications: Role requires Certificate in Local Council Administration (CiLCA) Level 3, if not already qualified, be prepared to work towards the achievement of the status of CiLCA Qualified Clerk within 1 year. Tuition and Registration fees will be paid by the Council.

**Salary**: Negotiable based on experience on the LC2 pay spine.

Work Location: Alderholt Parish Office, Hybrid remote working will be considered.
