**JOB DESCRIPTION**

**Job Title**:Head of Finance & Operations:
**Accountable to**:Chief Executive Officer

**Responsible for**: Leadership of the Finance and Administration Team and Contract Management

**Salary**:£65,000 FTE

**Location**:Harpenden

**Hours**:30 - 37 hours per week

**Contract**:Permanent
MAIN DUTIES AND RESPONSIBILITIES **Work actively with the Chief Executive Officer to lead the transformation of Harpenden Mencap ensuring a sustainable financial strategy in support of the organisational objectives.**
- Take a significant leadership role in the organisation with the opportunity to build capacity and capability across Finance, Business Performance, IT and Facilities Management teams, establishing and enhancing the reputation of the organisation. Ultimately, leading to full responsibility for the provision of all back office support, potentially including HR, Fundraising and Marketing.
- Using sound business processes, plan for, and manage the day-to-day support operations for Harpenden Mencap ensuring that staff are equipped with the appropriate resources, advice and knowledge to enable the services to perform and excel within statutory regulations, legislation and modern best practice.
- Ensure the financial resilience of the organisation through the analysis of the market, development and oversight of budgets and forecasts, ownership of the cash management strategy and the management of investments.
- Oversee the preparation of the annual statutory account statements and financial records, and other reports on a monthly and annual basis demonstrating transparency on the financial position to assist the Executive Board in strategic decision making.
- Development and supervision of a robust and high quality internal and external audit programme providing regular reports to the Executive Committee and ensuring that end of year audit is efficient and timely.
- Oversee the implementation of the Accommodation Strategy ensuring that the organisation operates within a sound, sustainable financial framework including the maintenance of processes and contract management for all company assets and facilities.
- Manage the Business Continuity Plan and Corporate Risk Register ensuring that controls are adequately applied, regularly reviewed and reported to the Executive Committee at the required intervals. Ensuring that adequate and appropriate insurances are place.
- Establish and implement a finance management training program for employees ensuring staff are sufficiently knowledgeable to take responsibility for budget spend management and service performance.
- To act as deputy for the Chief Executive Officer when required, to include; attendance at meetings and events, representation to external bodies, decision making and providing expert, professional advice when required.

**General**
- To maintain standard of dress that is appropriate to the role and in accordance with the organisation’s dress policy.
- To maintain confidentiality at all times and to ensure respect for, proper observance of and adherence to Harpenden Mencap’s confidentiality policy for all staff.
- To safeguard all personal data and ensure that all records, whether paper or electronic are kept secure in line with the Data Protection Act 2018.
- To attend regular supervision sessions with your line manager, regular team meetings and undertake relevant training as and when required.
- To take all reasonable care of the health and safety of self and of other persons who may be affected by your acts or omissions. As regards to any duty or requirement imposed upon the organisation by or under any of the relevant statutory provisions, to co-operate with the organisation as far as it necessary to enable that duty or requirement to be performed or complied with.
- To report to the Safety and Compliance Manager either serious risks or your concerns over safety issues.
- To work collaboratively with volunteers to ensure that their contribution enhances quality of service provision and support across the organisation.
- To work at any Harpenden Mencap location, as and when required.
- To undertake any other duties which are consistent with the post.

**Job Types**: Full-time, Part-time

**Salary**: £65,000.00 per year

Expected hours: 24 - 37 per week
