This is an exciting opportunity to support the delivery of NHS Wales’ largest source of evidence and digital information and develop the e-Library service portfolio. Led by Digital Health and Care Wales, the NHS Wales e-Library Specialist Lead will work with a small, friendly e-Library team, and engage and collaborate with a range of stakeholders to ensure the procurement of e-resources meets the needs of NHS Wales and all authorised users and our vision:
To provide a high-quality, user-led service to promote evidence-based practice and empower NHS Wales to improve and innovate.

We are looking for a qualified library and information professional with specialist knowledge and experience in digital library services in line with collection development and management, procurement and finance regulations, policies and procedures. As well as analysis, negotiation and user engagement to deliver a user-led, innovative service that really makes a difference.

You will also lead on the delivery of an information service for DHCW providing literature search support, learning and training opportunities and working closely with the Research and Innovation function to promote a research first culture.

The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply.

The NHS Wales e-Library Specialist Lead will be responsible for:
Providing specialist advice and guidance on the procurement of relevant e-resources, access and technical issues and evidence retrieval taking an active role in related training, staff development and research.

You will lead or take responsibility for leading specific procurement and service improvement projects and developments specifically utilising your competencies in digital library management. The work of the NHS Wales e-Library supports national initiatives, and you will forge partnerships with relevant individuals and organisations within Wales and the UK.

Implementation and on-going management of a research and evidence service for DHCW staff including assessment, planning and evaluation of specific stakeholder searching needs, literature searching, training and supporting the development of an Open Access policy.

Contributing to service improvement by analysing and comparing a range of data, including financial figures, usage statistics and qualitative user feedback, and making recommendations to stakeholder groups.

Line management of the Librarian Specialist providing professional and operational leadership, including workforce planning, appraisals and PADRs, and career development.
