JOB PURPOSE

Job Summary To deliver a proactive and preventative tenancy & estate management service, focusing on resolving complex issues relating to tenancy or behaviour issues, including nuisance behaviour, safeguarding concerns, vulnerability triggers and other tenancybreaches that requires a "case management" approach to resolve the presenting and underlying issues to sustain tenancies. The estate management functions will ensure our properties and estates are places where people want to live in so far as they are safe,clean, and well maintained.

Duties & Responsibilities

Your current duties and responsibilities are: - 1. To be responsible for the case-management of complex or demanding tenancy management interventions e.g. safeguarding, domestic abuse, and exploitation cases, neighbour disputes & nuisance that does not meet the threshold for ASB, tenancy breaches andrelated enforcement action.

2. To lead and participate in in multi-agency meetings and case conferences for complex and sensitive individual cases e.g. VARM, MARAC and TAF etc

3. To be responsible for undertaking proactive home checks in council houses and estates, identifying preventative and safe guarding issues and providing any tenancy-related interventions towards their effective resolution. Utilising Home checks to identify,signpost & support tenants to use services that will support other Council

Priorities e.g. Money Advice, Employment & Training Opportunities, Public Health Initiatives, Community Involvement, Community Safety, Safeguarding and Wellbeing etc.

4. Provide professional & timely interventions to resolve tenancy breaches before they pose a risk of harm to others, cause damage to our assets or result in tenancy failure.

5. To provide a proactive estate management service to remove or mitigate hazards that present a risk of:

- Damage to our assets
- Negative perceptions about the place

6. Reduce the risks of tenancy failures through appropriate and proportionate interventions that help customers to sustain their tenancies

7. Reduce the risk of damage being caused to our assets resulting from customer neglect, accident, or malicious acts

8. Reduce the risk of harm to our customer’s health and safety through early identification of vulnerabilities and the offer of appropriate advice, assistance, and signposting to other agencies to safeguard their wellbeing.

9. Increase the detection of Tenancy Fraud so that assets not being used for their intended purpose are made available to people in genuine housing need.

10. To support the Council to deliver agendas and priorities set by the Housing Directorate, the Council and associated agencies, and partners.

11. To work effectively with other council and external services, adopting a multi-agency approach to resolving tenancy-related issues.

12. To develop and encourage customer involvement by providing support to groups that aid tenancy sustainment including the Voluntary sector, community groups, Tenants and Residents associations and single-issue groups.

13. To work closely with the relevant Housing Services Advisors, assisting with their allocation and evaluation of their work.

14. To devise and deliver in-house training for colleagues for staff on tenancy management issues.

15. To monitor budgets, identify suitable projects and submit bids for any available resources to sustain tenancies and improve our estates including Improving Your Neighbourhood, Community Infrastructure Levy, grot spots etc.

16. To investigate and respond in a timely and professional manner to complaints, and MP and Councillor enquiries. To learn from the feedback to develop the coaching role and prevent similar complaints / feedback in the future.

17. To contribute to the continuous development and improvement of the service, including taking part in service improvement initiatives that support wider council objectives.

18. To collect, collate and present information and / or produce reports to support the monitoring of the service, and to use this information to contribute to improving the service.

19. To be responsible for the achieving or exceeding performance standards and targets relating to your role.

20. To identify your training needs and in partnership with the Operations Manager - Housing Services, develop strategies to enable you to meet those needs in line with key business objectives.

21. To participate in the operation of the Council’s Appraisal Scheme.

22. It is your responsibility to carry out your duties in line with the Council's policy on equality and be sensitive and caring to the needs of the disadvantaged, promoting a positive approach to a harmonious working environment. You should act as an exemplaron these issues and should identify and monitor training for yourself and any employees for whom you are responsible, in line with this policy and the Equality Act 2010.

23. Such other duties as may be appropriate to achieve the objectives of the post to assist the Thematic Area in the fulfilment of its objectives commensurate with the post holder's salary grade, abilities, and aptitudes.

24. The post holder must always carry out his/her responsibilities with due regard to the Council's policy, organisation and arrangements for Health and Safety at Work.
