**Job summary**:
His Majesty’s Naval Base Clyde (HMNB Clyde) is home to the United Kingdom’s Strategic Nuclear Deterrent, Astute Class Attack Submarines, First Mine Counter Measure Squadron and 43 Cdo Royal Marines. It is an operational support and maintenance base, within the Navy Command TLB and comprises both Faslane and Coulport sites. HMNB Clyde’s primary purpose is to provide engineering and logístical support to the Royal Navy in maintaining Continuous at Sea Deterrent (CASD). This is achieved by ensuring at least one Vanguard Class submarine is on patrol at sea every day of the year.
RNAD Coulport is responsible for the storage, processing, maintenance and issue of the Trident Weapon System and the am-munitioning of all submarine-embarked tactical weapons.

**Job description**:
The Visits Liaison Officer (VLO) is responsible for project managing, developing, coordinating and delivering all 2 Star and above military and civilian bespoke Very Important Person (VIP) visits to HMNB Clyde on behalf of Naval Base Commander Clyde (NBC) and Commander Submarine Flotilla (ComSubFlot). Through a thorough understanding of the security, safety and wider polices that impact on every visit, the VLO ensure each visit complies with the VIP Visits Defence Information Notice which details the procedure for requesting and arranging a visit to HMNB Clyde.
The VLO acts as the VIP Visits Subject Matter Expert (SME) and as such leads on behalf of the Base on all discussions on future visits including briefing Seniors up to and including the highest levels in the Ministry of Defence (MOD) & Other Government Departments (OGDs).
The VLO manages a Deputy Visits Liaison Officer (Executive Officer level) and an Assistant Visits Liaison Officer (Administrative Officer level) and ensures they have the resources required to complete their tasking whilst overseeing that all outputs remain at a high corporate standard, incorporating all the objectives that the individual VIP requires whilst ensuring that every VIP visit does not attract any negative or adverse publicity.
**Key VLO Objectives**:
- Produce an initial bespoke outline for all VIP programmes and oversee the outlines from conception to completed visit programmes in conjunction with the Deputy VLO.
- Liaise with all 1* Scotland Offices and 2* Director Submarine (DSM) Office to discuss all new visit requests and review each visit programme weekly with NBC and COMSUBFLOT to ensure they are content to host.
- Deliver all 4* and above V/VIP visits, commemoration and commissioning ceremonies as required engaging with Base and wider MOD/OGD seniors and units; fully ensuring external stakeholder management and internal stakeholder procedures are integrated into visit planning.
- Ensure where VVIP visits which attract extra safety and security measures for protected persons, the VLO will liaise with Base Security, Ministry of Defence Police and external teams such as Police Scotland and Metropolitan Police Protection Teams to ensure the requisite security measures are in place.
- Use best practice decisions during any discussions on visit programmes to ensure that cognisance is taken of the wider Base Operational tempo to lower the impact of VIP visits on the Base.
- Ensures that any financial requirements for VIP visits are discussed and agreed.
- Ensure VIP Visit Policy messaging is fully aligned with HMNB Clyde Communications strategy through close liaison with NBC and SUBFLOT Chief of Staffs.
**Key VLO Responsibilities**:
- Project manage initial outlines for all VIP 2 Star and above military and civilian, UK and foreign national visits to HMNB Clyde, ensuring compliance for each visit with the Visits DIN, Base and RN policies.
- Project manage and host all 4 Star and above visits, including liaising with any Police Protection Teams and other senior offices to produce and host a bespoke programme for the visit.
- Quality assure every bespoke VIP programme to ensure it is supported by the correct essential seniors, units and support mechanisms (transport, security, dining etc).
- Project manage larger Base events (e.g. Commissioning Ceremonies, anniversaries etc) ensuring all essential elements for the VIP guests are in place and the VIPs are hosted appropriately.
