**Job description**:
The Matrix Programme is a transformation initiative involving the Cabinet Office, Department for Business Energy and Industrial Strategy, Department for Culture Media and Sport, Department for Education, Department for Health and Social Care, Department for International Trade, Attorney’s General Office and HM Treasury.

It is a unique cross-government collaboration that will unlock simpler, better, and more joined up working by bringing together the systems, processes, and ways of working for key government functions such as HR, Finance or Procurement, commonly known as Shared Services.

The Programme is part of the Shared Services Team, a fantastic team passionate about improving the existing shared services experience for BEIS and its partners whilst working to deliver the strategic objectives of the new Government Shared Services Strategy

We will deliver the Government's three overarching objectives for shared services:
1. Better experience for all users - intuitive systems that are easy to use and mobile-enabled.

2. Efficiency and value for money - better systems and services which support productivity and seek to reduce costs.

3. Standardised processes and data - support interoperability, making it easier to understand and compare corporate data.

The Matrix Portfolio is seeking a HR and Payroll lead, leading the function for the Matrix Portfolio. The post holder will lead a core team of functional Business Analysts to ensure that best practice for policies, processes and operational convergence are embedded into the designed cross departmental system and service model. Drawing upon experience of delivering within successful and highly complex ERP implementation and transformation projects, the lead will engage across departments driving convergence, standardisation and the implementation of the new model

**Person specification**:
The post holder will:

- Act as the programme functional lead, engaging and coordinating with departmental functional leads and process owners for the HR and Payroll function.
- Lead a core team of HR Business Analysts to design, iterate and capture the end to end system and service model for all departments.
- Act as the point of contact for engagement with departmental SLTs and HR Directors.
- Ownership of the relationship with Civil Service HR, representing the Matrix at the CSHR Forums and technology working groups ensuring alignment with Civil Service HR emerging operational model, service model considerations and global processes.
- Define and understand the challenges and exceptions to the ‘optimal model’ and carrying out detailed analysis to help establish the best technical solution for the HR areas.
- Lead HR and Payroll functional engagement with the technology and data workstreams ensuring alignment of the technology to the future system and services requirements.
- Define the technology (functional) requirements, seeking cross departmental approval. Acting as the key evaluator for the procurement exercises.
