**About Defra’s Northern Ireland Programme**

The **Northern Ireland Directorate (NID)** is working to deliver the requirements of the Windsor Framework. The Windsor Framework is the agreement reached between the EU and the UK to avoid a hard border with Ireland; while ensuring the UK, including Northern Ireland, leaves the EU as a whole, enabling the entire UK to benefit from future Free Trade Agreements (FTAs).

The Framework replaces the previous Northern Ireland Protocol. For Defra, implementation requires changes in relation to the movement of agrifood and involves extensive delivery with the equivalent Northern Ireland department - DAERA, and other government departments. Your role will be critically important to developing the analysis which underpins decision making in relation to the delivery of the Windsor Framework, and upholding agreements made with the EU, and international legal obligations. This is a particularly exciting and high-profile area of work, made up several major delivery projects.

You will play an active role in shaping and delivering the Defra group’s priorities, informing decision making, and working creatively and collaboratively with others to deliver excellent outcomes.

DEFRA are looking for a strong analyst to lead on key modelling that will enable the successful delivery of various projects within the Northern Ireland Programme.

**Job description**:
We are looking for an experienced **Head of Modelling & Data** with a proven track record of leading data modelling activity on complex and high-value programmes.

The **Northern Ireland Evidence & Analysis** team is an engaging, knowledgeable, and helpful group of individuals who provide analysts with a supportive environment from a wide range of backgrounds. We focus on supporting each other to overcome analytical challenges and learn new approaches. This role offers a unique combination of technical analysis, policy influence, and managing complex projects, and therefore ample development opportunity.

The outputs from the modelling team form a key part of the policymaking process, helping to shape policy and delivery decisions, to support Defra to achieve the best policy outcomes. This work plays a significant role in maintaining the UK’s positive relationship with the EU, and the social and political context of Northern Ireland.

**Responsibilities**

The role performs a crucial function for the programme to collate data from various sources into a useful form and use these for advanced modelling to inform key delivery and policy decisions. The key responsibilities include:

- Leading on the continued development, implementation, and transition of the team’s work from an external provider onto Defra’s analytical platform (DASH)
- Lead the data gathering programme
- Lead the development of modelling tools to support policy and delivery decisions
- Act as a frontrunner for best practice Quality Assurance across the team and directorate
- Manage a team of 4 Analysts (at various Civil Service Grades)
