**Job summary**:
The Resilience and Recovery Directorate (RED) within DLUHC supports communities across England to be prepared for all types of emergencies and supports them in both response and recovery.

This is achieved by working with Local Resilience Forums (LRFs) to support them in developing and testing their plans and preparedness, and by providing support on behalf of government during and after emergencies to enable an effective response and recovery.

The RED Response Management Team is a multi-disciplinary team charged with ensuring that Ministers, RED, wider HMG and Local Resilience Forums (LRFs) are sighted on the local and national picture. This includes the full range of possible emergencies (including both in ‘Response’ and ‘Recovery’) as well as during BAU and periods of preparation.

The Response Management Team (RMT) sits within the Local Engagement and Response Team (LERT) Deputy Director-led function. As well as RMT, LERT includes all five regional hubs led by a Head of Regional Resilience.

**Job description**:
These include:

- Playing a central role in any response, you will identify and solve issues that are critical to the successful management of wider consequences. You will be responsible for working across government to rapidly develop practical solutions to issues faced by local stakeholders that impair their ability to carry out an effective response. You will have end-to-end ownership of the issues and solutions.
- You will effectively manage information during and outside an emergency so that information and decisions are effectively channelled from and to local and central government and issues are rapidly identified and escalated so that quick resolution can be achieved.
- You will support the production of high-quality briefing products. This briefing will frequently be at pace and will include supporting ministers and officials attending COBR and other high-level strategic meetings. You will also support the Response Manager and Response Director in providing oral briefing to Ministers and senior officials.
- You will build and maintain relationships with Private Offices, senior officials and key response stakeholders to ensure that Ministers' preferences are adhered to and that regular feedback they provide is taken into consideration for further briefings.
- You will develop a deep understanding of resilience, LRFs, OGD focus and the various threats and hazards that concern them.
- You will be responsible for setting information security policy and ensuring compliance, including through managing RED Desk during a response, ensuring issues are rapidly identified and escalated so that quick resolution can be achieved.

**Person specification**:

- Excellent oral and written briefing skills, including the ability to communicate detailed information succinctly, clearly and with insight.
- Strong organisational and stakeholder management skills which can be applied in an operational environment at operational tempos.
- Personal resilience and the ability to work at pace for sustained periods of time.
- Ability to form effective partnerships and relationships, share information, resources and support.
- The ability to engage with an understand data, intelligence, and analysis and to work closely with analysts. Note however that this is not an analyst role and you are not expected to undertake technical analysis yourself.
- Ability to demonstrate inclusive leadership and engage a team to deliver improved outcomes and seek new ways of working.
