An exciting opportunity has arisen for an Assistant Inspector of Prosecution to join His Majesty’s Inspectorate of Prosecution in Scotland (IPS). We are looking for a proactive, strategic thinker who is committed to supporting improvement in public services and who shares our values of independence, credibility, user focus, respect and partnership.

IPS is led by HM Chief Inspector of Prosecution who is appointed by the Lord Advocate to inspect the operation of the Crown Office and Procurator Fiscal Service (COPFS).

At IPS, our vision is to promote excellence and confidence in Scotland’s prosecution service through independent, evidence-based scrutiny. Our focus is on the quality of the prosecution service being delivered to the public in Scotland. Our inspection reports highlight what is working well, as well as areas for development and improvement. In all of our work, a key objective is to understand the experience of those for whom the service is provided.

Recent inspections have addressed the use of evidence relating to the sexual history or character of complainers in sexual offence trials, diversion from prosecution, the management of criminal allegations against the police, the investigation and prosecution of sexual crime, and fatal accident inquiries. We are currently reviewing how COPFS manages cases involving domestic abuse.

Our office is in Glasgow. IPS staff work from both the office and from home, with the exact arrangements varying depending on the individual and the inspection activity being undertaken. For example, during inspection fieldwork, travel throughout Scotland may be required to carry out interviews and focus groups.

Until now, the post of Assistant Inspector of Prosecution has been filled by a Principal Depute on secondment from COPFS. We are now seeking to fill this post on a permanent basis, in order to increase our organisational resilience and reinforce our status as an independent inspectorate.

This is a full-time position, working 37 hours per week. Applicants who wish to work part-time will be considered, however a minimum of 30 hours per week will be required to meet business needs.

**Job description**:

- Lead the planning and management of inspections, and contribute to the design of inspection methodologies
- Carry out research, and gather and analyse evidence to inform inspections, including through interviews, focus groups, observation, surveys, and case and data analysis
- Engage with stakeholders and service users in support of scrutiny activity
- Produce clear, concise and evidence-based inspection reports
- Work in partnership with other scrutiny bodies
- Take a lead role in the continuous improvement of IPS, in accordance with our Strategic Plan
- Manage and motivate staff, and deputise for HM Chief Inspector of Prosecution, as required

**Person specification**:

- 1. Experience as a decision maker at a senior level, and the ability to prioritise, plan and manage a heavy workload, meeting deadlines while maintaining quality.
- 2. Experience of working in the criminal justice system, with a proven commitment to improving the delivery of services and the ability to think strategically and assess the implications of legal and policy developments for COPFS and IPS.
- 3. The ability to analyse voluminous and complex evidence, draw out key findings, give clear reasons for decisions or recommendations, and deliver high quality written reports.
