Overview:
We have an excellent opportunity to work in a new dynamic environment, as part of the Cladding Remediation Team as our Procurement/Contracts Officer.
This role may suit someone from a Contract Officer/Junior Buyer background. You'll have good sound knowledge of the tender/Request for quote process, be a great communicator, as well as the ability to build good working relationships
The role requires a broad understanding of public sector (desirable but not essential) or commercial procurement. Competent in leading end to end Procurement Process in line with legislative thresholds. To support a variety of customers in leading and developing specifications and invitation to tender documentation in line with procurement legislation. Understands when and how to negotiate. Strong IT skills, in particular Excel ad Word.
You will manage the end-to-end tendering process from market research & tender strategy development through to contract drafting and hand over; ensuring all relevant legislation and policy is complied with. You will support customers by establishing contract management processes and ensuring ongoing value for money in the delivery of the contract.
This role is ideal for someone looking to develop their experience in Contract Management and Project Management, as well as PMO activities.
This is a great time to join the team, to help us develop the Cladding Remediation Programme as we reset and gear up towards a National programme delivery to ensure all citizens will live in buildings safe from unsafe cladding.
This post is being advertised on a full time basis, however part-time applicants will be considered.
**Responsibilities**:
- Work with Senior Managers team to undertake market research, develop tender strategy, specification and award criteria and contract notices for approval, ensuring all legislative requirements are delivered therein.
- Develop effective working relationships with stakeholders, ensuring the commercial/procurement relationship is established and end users remain actively engaged.
- Assume lead evaluator for regulated tenders, coordinating panel evaluation and taking ownership of consensus scoring and production of tender report in compliance with applicable legislation and statutory guidance.
- Responsibility for the preparation of all necessary procurement documentation to ensure projects are commissioned in accordance with the SG procurement process. Keep up to date with changes in procurement requirements and legislation.
- To gain Scottish Government Delegated Purchasing Authority (DPA), this is the authority to award a contract for goods, services and works on behalf of the Unit. It includes any extensions, variations or changes to existing contracts. It should not be confused with financial or budgetary authority (Training will be given).
- Gathering, analysis, interpretation and dissemination of data and information to facilitate management decisions, planning and performance reporting.
- Use of relevant systems/tools in delivery of procurement projects, i.e. PCS, PCS-T, eRDM and the European Single Procurement Document (ESPD).
- Leading Contract & Supplier Management on contracts providing active supplier management and customer engagement during the contract life, ensuring the delivery contracts in line with the statement of requirement, terms & conditions, procurement policy and best practice such as sustainability, fair work practices.
