The role of Head of Resourcing is a new one, acknowledging the strategic importance we have placed as an organisation on attracting and developing brilliant and fulfilled teams. It brings together our HR Operations, HR Service Support, Temporary Worker Service, Governance and workforce teams, to work with our leaders at all levels, to ensure that every aspect of the employee life cycle at Norfolk Community Health and Care NHS Trust is positive for our people. You will be an advocate for effective people change to support the trust to meet its strategic ambition of being an employer of choice.

You will be responsible for coordinating and championing the development and delivery of the Trust’s Workforce portfolio; You will lead the HR operations, HR Service Support, Governance and Quality Support, Temporary Staffing and Workforce Information & ESR functions, to ensure they deliver their aspects of the trust’s strategy to attract and develop brilliant and fulfilled teams.

In addition, you will need to ensure that we in the people function, meets all of our governance, reporting and audit requirements.

You will need to be an experienced HR professional, used to leading teams, working with internal and external stakeholders, running major projects and with expertise in Employment law and governance issues.

Reporting to the Director of HR & OD, the Head of Resourcing will support the trust to deliver its strategic aims to become the lead employer of choice.

The post holder will coordinate and champion the development and delivery of the Trust’s Workforce portfolio, responsible for HR Operations, HR Service Support, Governance and Quality Support, Temporary Staffing and Workforce Information & ESR functions. The role has specific accountability for leading their teams to ensure they deliver their aspects of the trust’s strategy to attract and develop brilliant and fulfilled teams.

In addition, they will ensure that the function meets all of its governance, reporting and audit requirements.

The post holder will act as an advocate for effective people change to support the trust to meet its strategic ambition of attracting and retaining brilliant and fulfilled teams and to be an employer of choice.

Temporary Worker Service (TWS)

Workforce Information & ESR team

Governance and Quality Support

Leadership

Provide leadership to teams under area of responsibility.

As a leader, set the tone and culture within teams under area of responsibility, embedding the trust’s organisational values and strategic priorities. To drive the quality agenda and to offer support and advice to staff.

Ensure that staff understand and meet agreed objectives and performance standards and take action on improvement where required.

As well as being responsible for the function, ensure that the qualities of equality, diversity and inclusion are promoted within all areas of delivery.

Lead and coordinate development initiatives

To have robust training, development and support plans in place for staff and to ensure that they are delivered.

HR Operations

Provide direction and leadership to the HR Business Partner team, alongside specialist advice.

Develop, implement, and review a Just and Learning Culture strategy and delivery plan to meet the needs of the trust.

Plan and be responsible for the implementation of trust wide people policies, ensuring that they meet current and future requirements. Oversee the delivery of any resultant training for managers and staff. taking into consideration the workforce profile changes and the change in need for management and leadership development

Liaise with national, regional, and local NHS leadership groups to ensure alignment with the trust’s strategic agenda and to maximise the opportunities available to the trust.

Responsible for the coordination, implementation, analysis, and implementation support, through the business partners, of annual operational business and staff survey action plans

Foster and maintain a positive relationship with the trust’s recognised trade unions and encourage partnership working between line managers HR team members and trade union representatives.

Responsible for the development of any associated policies to support employee life cycle activities and providing specialised advice on the development of relevant trust policies.

HR Service Support and TWS

Provide direction and leadership to the HR Service Support team and Temporary Worker Service to ensure they are meeting current trust performance requirements on a regular basis.

Oversee the delivery of the proposed and future digital changes within the teams, working with the team leader to embed any significant cultural changes required.

Participate in system programmes relating to the service delivery plans for these services.

Provide expert advice on legal and procedural issue
