Fast Stream and Emerging Talent (FSET)

FSET is part of the Government Skills and Curriculum Unit (GSCU) and sits within Civil Service Human Resources (CSHR) which is part of the Cabinet Office.

The Fast Stream and Emerging Talent (FSET) team sits within GSCU and is responsible for attracting, recruiting, training and retaining Civil Servants who reflect the country and are equipped to meet the challenges of modern government. This includes creating a high status and high quality pipeline for future leaders; comprising schools outreach plus industry placements, internships, Civil Service apprenticeships and the Fast Stream programme.

We have a portfolio of ‘in-flight’ change underway to align all early entry and progression routes to the skills agenda, for example schools outreach to attract applicants from across the country, internships to develop employability skills, higher quality and relevant apprenticeships, and a graduate entry and Fast Stream programme which meet the government’s current and future workforce needs.

The selection and development of our people is vital to ensuring the UK Civil Service has the skills to deal with future challenges. Our role is to select from tens of thousands of applicants, support their performance and growth and build leadership, management and specialist capabilities for the future of the civil service.

The Fast Stream 2024 Curriculum lead will be responsible for the design and evaluation of a new Fast Stream core curriculum for c.2000 learners. You will provide expertise to inform the training offer content, design tools to gauge learning performance and ensure evidence-based evaluation of all we do. You will work closely with our learning providers and engage with capability leads across professions and departments to deliver optional learning opportunities. You will work closely with the wider FSET team.

**Job description**:
You will be passionate about learning and designing high-quality training and development opportunities which are accessible. You’ll influence and collaborate with a wide range of stakeholders to provide essential support towards the new Curriculum, and to ensure the Curriculum meets the needs of the new Delivery Model and Fast Streamer Employee Value Proposition.

The main responsibilities of the role include:

- Designing and implementing the new FS24 curriculum to a high standard (including mentoring options) and ensuring value for money. Present proposed options with evidence to the Head of Fast Stream L&D to ensure evidence-based delivery.
- Preparing documents for briefings and updates, and support drafting of reports for relevant boards and stakeholders (e.g. Programme Board, FSET SLT, Professions Meeting).
- Developing robust evaluation criteria to - measure the impact of the new curriculum and the efficacy of our programmes.
- Presenting findings to manager/SLT and use the data to inform decisions and improve delivery.
- Collaborating with the wider L&D team to understand delivery challenges and using insights to inform recommendations and design of the curriculum.
- The role may also require you to support BAU in surge delivery periods. This includes supporting mailbox management and attendance logs.
- Engaging with the Heads of On Scheme Delivery and Transformation and Engagement to ensure alignment with the Fast Streamer Employee Value Proposition and the Fast Stream Delivery Model.
- Proactively seeking new learning opportunities and continually improving by gathering feedback from your peers and the business.
- Engaging with and effectively managing stakeholder relationships both internally and externally, including suppliers, venues, Departments, profession leads, fast streamers, and SLT.

**Knowledge**:

- A strong understanding of learning and development, particularly in a graduate programme context.
- A theoretical and practical understanding of different learning styles and how this can shape the design of the event.
- Knowledge and understanding of the Government Skills and Curriculum Unit (GSCU) and the new Government Campus offer.
- An understanding of evaluation methods and measuring learning impact, including continuous improvement.
