Responsible for the development and implementation of capital / minor work procurement and policies for the Estates and Capital / minor work Projects service Responsible for the development, delivery and implementation of the Capital element of the Estates Policy and Strategy, impacting across the whole Provides professional knowledge and advice in capital projects ensuring the best possible environment for service Research of product and service costings and production of feasibility and budget Production of drawings and technical information in order to satisfy the requirements of Planning and Building Regulations and Health & Safety legislation Inspection of completed works for quality and compliance with requirements, production and issue of a defects list, accepting and commissioning handover of completed projects including production and collation of all required documentation Ensure proper execution of schemes under control using appropriate contract procedures and compliance with the Standing Orders of the Trust Oversee schemes where external consultants are engaged and act as the Trusts lead in such schemes Responsibility for research and development by regularly undertaking Research and Development activities associated with Estates and Capital / minor work Projects and conducting a range of estates surveys and To ensure that all capital / minor work schemes are undertaken in accordance with the Scheme Procedure and audits schemes to ensure compliance To ensure that the selection of external consultants appointed to assist in the delivery of the Trusts capital / minor work programme complies with the schemes procedures To ensure full compliance with all Trust policies and procedures.

To be responsible for the delivery of high quality Capital / minor work Development schemes Provide design expertise to other members of the department as required Ensure that all feasibility design and costings are realistic and robust before being issued for approval Ensure that all tendering procedures are in accordance with Trust and NHS policy Ensure that all design documentation is produced in accordance with HTMs, HBNs, Trust and NHS Ensure that all tender documentation is produced to the required standards as set out in the schemes procedure document prior to issue Ensure that the Trust fulfils its obligations under the CDM regulations, undertaking audits of schemes as required Assist in the completion property data returns for internal and external partners and FOI, or such other returns when Assist with negotiations of dilapidations and carry out surveys as necessary, appointing surveyors where Instruct property searches as and when appropriate. Responsible for the capital elements of the Estates Returns Information Collection (ERIC) and Premises Assurance Model (PAM) returns Raise orders and approve invoices through electronic systems for lease/let/rent/etc charges as approval levels dictate Provide detailed and timely updates to the internal project reporting systems monitored by the PMO including highlight To comply with the Trusts aim of using standardised document distributed by the PMO including project mandates, project briefs and project To work closely with the other Heads of Department within F&E providing cross cover as appropriate. The post holder will be required to undertake such additional duties or responsibilities, consistent with the role and grade, as may be allocated including attendance for training deemed applicable to the role. Develop initiatives that promote the principles of environmental sensitivity and Lead for capital in respect of budget setting to address pressures, Cost Improvement Programme (CIP) targets and seeking new opportunities to improve efficiency.
