The Greater London Authority (GLA) has introduced a new quantitative survey of Londoners who have undertaken learning through the GLA’s Adult Education Budget (AEB) programme. This survey, called the London Learner Survey (LLS) examines the distance learners have travelled in key outcome areas such as entry into employment, progression within work or to continued learning or health and wellbeing.

You will be at the front end of shaping the AEB outcomes agenda in London and report findings from a unique outcome dataset to the Mayor and other senior officials. The results of the survey will support policy development within the GLA, provide a key data source for the evaluation of GLA-funded AEB training courses and help many Londoners to progress in life and work.

The role will require but not limited to:

- previous experience with evaluations and survey work
- management of external consultants contracted to deliver the LLS
- working with complex datasets such as the LLS/ Individualised Learner Record (ILR) data using software packages (e.g. R, Stata, or SPSS, etc) and producing subsequent presentations for senior management officials Lead research to understand how the London Learner Survey can be improved e.g. through delivery of workshops, provider interviews and learner engagement.
- undertaking research to understand how accessibility of the LLS and learner participation in the LLS can be improved;
- continued engagement with further education providers who help with the administration of the LLS, and other sector stakeholders to ensure buy-in to the survey;
- engagement with the Department for Education, Education and Skills Funding Agency, Mayoral Combined Authorities, and other public bodies as required;
- managing the AEB evaluation strategy and AEB policy relating to learner outcomes;
- commissioning and managing evaluations of AEB and other programmes working closely with external consultants and internal policy colleagues;

**Principal Accountabilities**:

- Lead the development and the implementation of key elements of London’s AEB funding policy and evaluation programme including the London Learner Survey and a multi-year evaluation of the AEB as well as the annual Funding Rules and Funding Rates documents
- Lead research and analysis of skills/outcomes data reported on the Individualised Learner Record (ILR) and the London Learner Survey to support AEB policy development.
- Lead work on evaluation strategies and commissioning AEB evaluations/policy developments, working closely with colleagues in the skills policy team and Legal/Procurement colleagues.
- Contribute to work to ensure that the systems are in place to collect, store, manage and process AEB and outcomes data required in the implementation and design of AEB or the London Learner Survey.
- Manage GLA relationships with stakeholders and government in particular consultants delivering the London Learner Survey, AEB evaluations and the current and potential AEB providers, including FE Colleges, London boroughs, Department for Education, Education and Skills Funding Agency, Treasury, Department for Work and Pensions, Jobcentre Plus, employer representative organisations and others; and identify and develop options for the Mayor to influence and promote London specific activity by these delivery organisations. Within the GLA, the post holder will work closely with GLA Economics and GLA Opinion Research.
- Prepare regular updates and presentations for senior management on outcome data progress. Ensure risks and issues are identified, discussed and actioned as necessary, including ensuring a clear escalation process to senior management when risks cannot be solved at working level.

**Person Specification**:
**Technical Requirements/ Experience/ Qualifications**:

- A substantial knowledge of skills and employment policy, particularly in terms of evaluations or running surveys. Experience of working with Adult Education Budget or other education data is desirable.
- Post holders in this role will normally have excellent quantitative analysis skills. Experience of using statistical software for analysis such as R, Stata or SPSS is desirable.
- A successful track record in leading research/evaluation and analysis that draws on complex data to inform policy and strategy development (preferably in education).
- Experience of working with external stakeholders and influencing them to work towards a common goal.
- Experience of project-based work including planning and monitoring delivery against plans.
