Purpose of Job

The Principal, Capital Policy and Planning is part of the team responsible for the EBRDs capital and liquidity planning, capital adequacy and the associated financial policies, providing an important input into the Banks overall financial sustainability objectives. The incumbent takes the lead in delivering specific, allocated areas of the teams work. This requires independent analysis of issues to make recommendations from a specialist technical perspective and through a deep understanding of the strategic context for the Bank. The role provides direct support to the Director, Capital and Liquidity Planning in work to develop and present proposals to senior management and the Board.

The team has a planning and control function with a wide range of responsibilities, dealing at the most senior levels through the organisation and with counterparts in other international financial institutions.

Accountabilities & Responsibilities

The Principal, Capital Policy and Planning is a key person leading interactions on issues at senior management level. The overall role is highly technical and analytical but combines important aspects of engagement with multiple stakeholders and supporting strategic decision making.

It is the Principals responsibility to keep abreast of the fast changing landscape in terms of industry methodologies to maintain the highest level of technical knowledge in risk and capital issues. This includes developments in regulatory capital, banking regulation, best private sector practice and the approaches of other MDBs.

Accountabilities and responsibilities for this role are to be carried out with a strong degree of independence with limited supervision of the Director, Capital and Liquidity Planning. Under the strategic direction of the Director, this role takes the lead in developing and implementing specific areas of the teams work including:

1. Capital adequacy metrics

  • Be considered the Banks expert on capital related issues, including liaising with senior colleagues from across the Bank on such topics.
  • Responsibility for the development of the Banks capital adequacy metrics using multiple methodologies such as rating agency capital models, internal capital adequacy policies and regulatory best practice.
  • Lead the periodic reviews of the Banks Capital Adequacy Policy (CAP) and update the Procedures where required.
  • Provide expert advice on the application of CAP to individual projects, and regulatory capital considerations where appropriate.
  • Lead the preparation of the ICAAP document to summarise the Banks capital planning framework, working closely with colleagues in Risk Management.

2. Stress testing

  • Lead the teams interaction with Risk Management on the capital stress test.
  • Ownership and ongoing maintenance of the Banks capital stress testing model used to assess the financial impact of macroeconomic shocks, with support from the Associate, Capital and Liquidity Planning.
  • Working closely with colleagues in Risk Management, provide technical advice on the key drivers of stress and impact on the Banks capital ratios.
  • Maintain appropriate governance around the development of the capital stress testing model, such as documentation and version control.

3. Credit rating agency models and data returns

  • Ownership of capital related data returns to rating agencies and other external stakeholders.
  • Maintain and execute the process to create key data returns to rating agencies to allow the calculation of capital ratios, with support from the Associate, Capital and Liquidity Planning.
  • Maintain and execute the process to calculate estimates of key rating agency capital ratios, with support from the Associate, Capital and Liquidity Planning.

4. Keep abreast of credit rating agency methodologies

  • Reviewing the Multilateral Development Bank approach of the three major ratings agencies to assess capital adequacy and liquidity, assessing how to apply to EBRD and as an input for financial policies and calculation of the relevant metrics
  • Continuing to maintain the highest level of technical knowledge in risk and capital issues. This requires keeping abreast of developments in regulatory capital, banking regulation, private sector best practice and the approaches of other MDBs. As such, the Principal, Capital Policy and Planning maintains, uses and applies specialised knowledge and to provide leadership of a technical area where they need to be regarded as the Banks expert.

5. Developing productive relationships internally and externally

  • The Principal, Capital Policy and Planning is expected to lead on on key issues at senior management level between the Finance and Risk Management Departments, with Corporate Strategy and Operational Strategy, with Banking (First Vice Presidents Office; Opscom Secretariat; teams) as well as Treasury.

In addition to the key responsibilities and deliverables described above, the individual may provide cross-team support and may be requested to perform other relevant duties as required by business needs.

Knowledge, Skills, Experience & Qualifications

This role requires a strong knowledge of risk and capital issues. As such, the candidate profile could include:

  • An experienced finance professional with a background in risk or capital issues; or equally
  • An experienced risk management professional with strong financial experience.

Qualifications and skills:

  • Qualified accountant/CFA qualified/FRM qualified/ relevant Masters and/ or strong practical experience in Finance
  • Excellent numeric and analytical skills
  • Excellent drafting skills
  • Strong stakeholder and relationship management skills
  • Coaching and mentoring skills
  • Strong problem solving skills
  • Ability to work to deadlines and under time pressure
  • Demonstrated excellent written and oral communication skills, as well as influencing at all levels

Experience and knowledge:

  • Proven industry experience in risk and capital issues, including regulatory capital
  • Excellent accounting knowledge
  • Detailed knowledge of main banking and treasury products
