This is your opportunity to join the GLA’s Skills and Employment Unit to contribute to the Mayor’s strategy and policy development on skills and employment.

The primary aim of the GLA’s Skills and Employment Unit is to fulfil the Mayor’s role to promote and deliver skills and employment policy and deliver the manifesto commitments on these policy areas. The unit is also responsible for the management and delivery of the London Adult Education Budget (AEB) in London.

The post will have a specific focus on London’s lobbying asks of central government in relation to skills and employment policy and funding, building on the successful delegation of the £330 million adult education budget in 2019. The post holder will support other officers within London government in making the case for further devolution of skills and employment policy and funding through a single pot of multi-year settlements which in future should include wider activities, including careers advice, apprenticeships, and the United Kingdom Shared Prosperity Fund.

The post will also focus on the Mayor’s manifesto commitment around apprenticeships, and how the devolution of these to London will better serve the needs of businesses and provide increased employment opportunities for Londoners, especially in green technologies and among small and medium enterprises.

The role will contribute to policy development and direct research and analysis in helping to support improvements within London’s skills system. This will include contributing to the strategic priorities of the AEB in London, working in collaboration with London’s boroughs through London Councils and the sub-regional partnerships.

You will need to be proficient in establishing relationships with a range of stakeholders, particularly at senior level including officers from government departments, the skills sector, businesses and their representative bodies, boroughs, and the Mayor’s Office.

**Principal Accountabilities**:

- Contribute to policy development that will help to realise the Mayor’s manifesto commitments relating to skills and employment.
- Undertake and / or commission research and evaluation on skills and employment policy to help inform and implement priorities within the Mayor’s skills strategy, the Adult Education Budget, and wider mayoral priorities.
- Contribute to research and evaluation to help inform the production of an annual skills statement setting out what London government seeks to prioritise through the devolved AEB, and how funding will be prioritised and delivered.
- Spearhead research and policy development to help inform the rationale and evidence to make the case for wider skills devolution including 16-19 funding, careers services, Apprenticeship Levy, and replacement EU funding.
- Establish, develop, and maintain good working relationships within and outside the Authority, particularly with London’s boroughs and sub-regional partnerships, skills and adult education providers, business representative organisations, relevant government departments and agencies.
- Provide high quality written and oral briefings, policy advice and reports for the Mayor and his advisors, GLA staff, government departments and London and national organisations, to include:

- drafting timely responses to Mayoral questions and correspondence
- providing concise briefings and responses to questions
- providing meeting management and secretariat functions for key meetings
- representing the GLA at external events and meetings
- Manage resources allocated to the job in accordance with the GLA’s policies and standards.
