DESCRIPTION DU POSTE

The Health, Safety and Environmental (HSE) Lead, as part of the Commissioning Programme, will be responsible for ensuring commissioning adherence and compliance with all applicable statutory health, safety and environmental legislative requirements, identifying non-compliances and providing guidance on matter relating to identified non-compliances. The role is also responsible for providing advice and guidance to ensure smooth operation, reporting and resolution of health, safety and environmental issues.

**Key duties of the Health, Safety and Environmental (HSE) Lead will include**:

- Participate in creating, maintaining and improving HSE performance in control of risks across the Commissioning programme.
- Establish and manage the required meetings and forums to plan, manage, monitor, coordinate and review HSE activities in accordance with the HPC Safety Management System.
- Produce relevant and appropriate HSE performance reports, ensuring all performance data is provided to the CP Director and NNB Site Safety Manager in accordance with agreed timeframes, including identification of trends and early warnings of possible issues, recommending appropriate action.
- Positively engage with and influence the Commissioning Team on all HSE issues relating to Commissioning lifecycle.
- Establish and maintain HSE risk profiles and undertake associated risk-based assessments, inspections and other assurance activities.
- Provide assurance on compliance with applicable legal duties including CDM Regulations, PUWER, COSHH, COMAH etc.
- Be an effective and participative member of a team of Health, Safety and Environmental professionals across the HPC Project.
- Lead on environmental monitoring and reporting, ownership and compliance with CmEMP for Commissioning.
- Take on accountabilities of the Security Responsible Person (SRP).
- Emergency Prep Lead, ensuring clear Incident Management arrangements are in place and work with MEH/others to agree division of responsibilities within buildings.
- Application of site H&S arrangements during commissioning phase.
- Permit to work compliance assessments
- Monitoring of peer surveillance and challenging where appropriate
- This role holds key nuclear safety responsibilities. These are detailed in the Nuclear Baseline.

PROFIL

**Knowledge, Skills, Qualifications & Experience**:

- Chartered membership of IOSH or equivalent
- NEBOSH HSE Diploma or equivalent.
- Experience leading on HSE advice in large project environment.
- Excellent communication skills with the ability to develop wide network and working relationships across Commissioning, Pre-Operations and other stakeholders.
- Strong focus on identifying risks and implications, and communication skills to present complex concepts and data in a way that is readily understood and actionable.
- Analytical and able to produce high quality records and reports, providing assurance through communication of HSE data and information across the commissioning team and wider business.
- Ability to engage with others on technical issues and provide practical advice on how technical issues should be addressed.
- Excellent knowledge of national and international HSE standards.
- Excellent knowledge of CDM Regulations.
